Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers Tajikistan’s Country Partnership Framework (CPF) for the fiscal years (FY) 2019-23, which was extended by one year to FY24 with the FY24 Performance and Learning Review (PLR) of January 2024.  \nii. The CPF was aligned with Tajikistan’s National Development Strategy to 2030 (NDS 2030) and addressed key constraints identified in the 2018 Systematic Country Diagnostic (SCD). The CPF program was structured around three focus areas aligned with the WBG twin goals of reducing poverty and boosting shared prosperity on a livable planet, and addressed corporate priorities on gender, climate change, human capital, and jobs and economic transformation (JET) . Focus Areas 1 and 3 emphasized reducing poverty, and all focus areas supported shared prosperity. Focus Area 1 supported human capital, gender, and climate change. Focus Area 3 supported JET and climate change.  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. Two focus areas are rated as Moderately Satisfactory and one Moderately Unsatisfactory. One of the eight objectives is rated as Achieved, four as Mostly Achieved, two as Partially Achieved and one Not Achieved. The strongest results were achieved under Focus Area  \n1 (Human Capital Development and Resilience)—in enhancing education and health services—and under Focus Area 3 (Private Sector Growth)—in the power sector and customs simplification and modernization. Results in Focus Area 2 (Institutional  \nStrengthening and Sustainability) were weaker, with shortfalls in the financial viability of public utilities and tax efficiency and only partial progress in institutional effectiveness. Important reforms in fiscal policy, governance, public financial management, and the financial sector supported by the WBG were not reflected in CPF objectives or indicators.  \niv. The program design adapted operationally to shocks such as the COVID‑19 pandemic and political and institutional constraints. The PLR was late and highlighted weaknesses in the original results framework, and while the program showed operational flexibility in responding to shocks, strategic learning was only partially translated into timely programmatic corrections. Implementation faced early delays, including capacity and fiduciary readiness constraints. The WBG responded through strengthened fiduciary and safeguard oversight, and targeted capacity building. All closed projects were rated moderately satisfactory or better, and high‑quality analytical work informing reforms and lending. There was effective risk management and evidence of WBG collaboration, despite limited scope for private investment engagement due to sustained prevalence of SOEs, shallow financial markets, and limited competition. The WBG program helped to sustain social programs from regressing during the COVID-19 pandemic and supported core institutions through periods of fiscal stress, while contributing to energy-sector governance reforms. Key areas falling short of expectations were the unresolved financial viability of utility companies and limited progress in private‑sector transformation.  \nvi. IEG agrees with several lessons presented in the CLR and proposes one additional lesson.
