Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the Country Partnership Framework (CPF), fiscal years (FY) 19–23 dated May 21, 2018, and updated in the Performance and Learning Review (PLR) dated June 23, 2021.  \nii. The overarching ambition of this CPF was to build institutions fit for a prosperous and inclusive Romania. However, the framework did not include any specific objectives or indicators focused on this goal. During the CPF, the results framework was largely maintained in its original form, whereas the WBG program expanded very significantly in response to evolving government priorities. There was a divergence between the results framework and the WBG’s program, which included many activities not directly linked to the agreed program objectives.  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. Of the seven objectives, three were Achieved and four Mostly Achieved. Focus Area I – Ensure Equal Opportunities for All was rated Moderately Satisfactory, with one objective Achieved and two Mostly Achieved. Progress was achieved regarding (i) passing and graduation rates at schools serving mainly vulnerable groups, (ii) indicators measuring access to modern health services, and (iii) indicators measuring employment of poor and vulnerable supported by government programs. Focus Area II – Catalyze Private Sector Growth and Competitiveness was rated Satisfactory, with both objectives Achieved. Progress was achieved on various measures related to leveraging investments by  \nmunicipalities and access to finance. Focus Area III – Build Resilience to Shocks was rated Moderately Satisfactory, with both objectives Mostly Achieved. Progress was achieved on various measures of emergency and climate risk resilience.  \niv. IEG rates the WBG performance as Good. The CPF focused on the binding constraints identified in the Systematic Country Diagnostic (SCD) . However, many important interventions were undertaken outside the results framework in response to the evolving government priorities. The overarching CPF goal – to build institutions fit for a prosperous and inclusive Romania – was appropriate, but not monitored with objectives, indicators or targets selected in the results framework. The evolution of the WBG program included resuming development policy lending, accelerating WBG activities, signing a new Memorandum of Understanding in July 2021 for the provision of Reimbursable Advisory Services (RAS) services, followed by a significant expansion in RAS as well as non-RAS support. The results framework was selective, with a limited number of objectives, some of which were quite narrowly formulated. The WBG carried out a large Advisory Services and Analytics (ASA) program during the CPF period, which had a limited connection to the results framework. Nine of the 12 new operations were not planned in either the CPF or Performance and Learning Review (PLR), but the lending was consistent with the CPF objectives. IFC made a positive contribution to the program through a substantial increase in investments across a range of areas. The CPF design incorporated some lessons from the previous CPF and, during implementation, demonstrated significant adaptability in adjusting its program and activities to the government’s evolving
