This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the Country Partnership Framework (CPF), fiscal years (FY)15–21, and updated in the Performance and Learning Review (PLR) dated June 8, 2018.  \nii. The WBG-supported program was broadly consistent with the government’s strategy detailed in the Strategic Plan of Government (SPG) 2015-2019 and addressed major development challenges. It was based on three focus areas—supporting continued high growth (Focus Area 1), ensuring inclusion and opportunities for marginalized and Indigenous groups (Focus Area 2), and strengthen resilience to natural disasters (Focus Area 3). The CPF program was aligned with the corporate goals of shared prosperity and reduced extreme poverty, along with the cross-cutting goals on climate change, gender and capacity building.  \niii. IEG rates the CPF development outcome as Moderately Unsatisfactory. Of the seven objectives, one was Achieved, one was Mostly Achieved, three were Partially Achieved, and two were Not Achieved. Under Focus Area 1, key results included the expansion of the Panama Canal and the adoption of the Sustainable Building Code in 2019 to support improvements in the energy efficiency of buildings; and the channeling of public funds through the Single Treasury Account (STA) . The production of annual and consolidated financial statements through the Technological Solution of the Operational Management Model (ISTMO) in support of improved budget management transparency and capacity was not achieved. Under Focus Area 2, key achievements included the expansion in the coverage of beneficiaries of the Red de Oportunidades  \nconditional cash transfer program1 in Indigenous areas, and the increase in the number of beneficiaries of the integrated social assistance registry receiving training and access to market opportunities. However, the share of the population in the bottom income quintile benefiting from social assistance declined. Under Focus Area 3, key achievements included the active implementation of disaster risk reduction priority actions identified in the Disaster Risk Management Plan for 2011-2015 by six ministries; and 100 percent of public investments and prioritization processes including disaster risk management and/or climate change action considerations and the land area under enhanced biodiversity protection exceeding the target. Wastewater pollution management capacity as measured by the implementation of an Integrated Water Management Plan in a pilot area was not Achieved.  \niv. Bank performance is rated Fair. Program design was appropriately selective and targeted to areas in which the WBG had a comparative advantage such as infrastructure investments, public-private partnerships (PPPs), public financial management, social protection, and disaster risk management. Selectivity filters based on the 2015 SCD limited the scope of program design to priority constraints identified by the government and the WBG. Structural reforms supported by DPOs in the areas of fiscal management, tax transparency, social protection, education systems, energy and integrated water sector management were informed by ASAs and TA from the World Bank, the International Monetary Fund, the Inter-American Development (IDB), the Organization for Economic Development and Co-operation, and other development partners.
