Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) for the Republic of Niger covers the Country Partnership Framework (CPF) for fiscal years (FY)18-22, as updated in the Performance and Learning Review (PLR) dated April 21, 2022. The PLR extended the CPF through FY23 to align it with the three-year IDA19 Prevention and Resilience Allocation (PRA) program.  \nii. The CPF was aligned with government priorities and those identified in the FY18 Systematic Country Diagnostic (SCD). It supported the 2017-21 government program which aimed to eradicate poverty and inequality by supporting the transformation of productive sectors, social development, and improved governance. The CPF addressed demographic pressures, Fragility, Conflict and Violence (FCV) drivers, female empowerment, and spatial equity, and had three focus areas:  \n• Focus Area 1 –increasing rural productivity, resilience, and incomes;  \n• Focus Area 2 –improving human capital and social protection; and  \n• Focus Area 3 –developing better governance for jobs, service delivery, and growth.  \niii. The CPF aligned well with WBG corporate priorities. WB investments in agriculture productivity and rural transport, and youth employment were critical to enhancing livelihoods. Access to markets and services helped with the goals of reducing poverty and boosting shared prosperity. The CPF lens on gender–another corporate priority—included assistance for reproductive health and socioeconomic opportunities for women. It also was embedded in IFC’s focus on women-farmers in its irrigation advisory project. IFC’s Scaling Solar engagement and other advisory work on wind  \nenergy aligned with the corporate priority on climate change. Addressing risks of fragility and conflict aligned to the IDA19 special themes of FCV.  \niv. IEG rates the CPF development outcome as Moderately Satisfactory. Two objectives were rated Achieved, five Mostly Achieved, one Partially Achieved, and one Not Achieved. Under Focus Area 1, yields and the land area under sustainable management practices increased, as did the number of farmers reached with agricultural assets or services and the number of water users with new or improved irrigation and drainage services. The number of beneficiaries with new or improved electricity services increased significantly, and the share of rural markets with access to an all-season road in poor rural communities targeted by the rural mobility and connectivity project more than doubled to 44 percent. Under Focus Area 2, there was increased access to quality health services—including a substantial increase in the number of women aged 15-49 and children under five years—using a basic package of reproductive health and nutrition services. Focusing on at-risk areas with refugees, the targets were met for the number of students benefiting from direct interventions to enhance learning and for women and adolescent girls trained in literacy campaigns or second chance programs. The overall target for the number of poor households covered by safety net programs, including shock response programs, nearly tripled to 403,874, less than the target of 500,000, and with no reporting on the share of women.
