Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) for the Republic of Liberia covers the Country Partnership Framework (CPF) for fiscal years (FY)19-24, as updated in the Performance and Learning Review (PLR) dated December 15, 2022.  \nii. The Liberia CPF was closely aligned with government priorities, the World Bank Group’s goals and the constraints identified in the Systematic Country Diagnostic (SCD). The government’s Pro-Poor Agenda for Prosperity and Development (PAPD) had the goal to provide Liberians with income security, better access to basic services, and greater opportunities for self-improvement in an enabling environment that is inclusive and stable. The CPF had three corresponding focus areas:  \n• Focus Area 1 – strengthening institutions and creating an enabling environment for inclusive and sustainable growth;  \n• Focus Area 2 – building human capital to seize new economic opportunities; and  \n• Focus Area 3 – narrowing the infrastructure gap to foster more equitable development nationwide.  \niii. The PLR, which came late in the CPF cycle, maintained the original three CPF focus areas and introduced adjustments and lowered the ambition of some targets. Adjustments were made to enhance gender inclusion, climate resilience, and COVID-19 response efforts. The PLR revised objectives and indicators to better align with  \nmeasurable outcomes, dropping indicators not supported by World Bank (WB) interventions and adding new ones related to social protection and service delivery. The PLR lowered the ambition of some targets, such as the one on reducing tax expenditures under Focus area 1.  \niv. IEG rates the CPF development outcome as Moderately Satisfactory. One objective was rated Achieved, five objectives were rated Mostly Achieved, and two Partially Achieved. Under Focus Area 1 transparency and accountability in public institutions have improved. There were no indicators that measured efficiency, but implementation of an Integrated Financial Management Information System (IFMIS) was a significant step. A more conducive environment for agriculture was achieved, but the efforts to develop the fisheries sector were unsuccessful. There was very limited advance in improving the business environment, but financial inclusion increased. Under Focus Area 2 progress in school access and access to health services was significant, but the indicators measuring improvements in the quality of education were not well chosen. The WB interventions empowered women and youth and expanded social protection to the most vulnerable. Under Focus Area 3 there was improved access to road connectivity and utilities. There also was strengthened resilience of rural environments to climatic risks, but interventions to improve resilience in urban environments were delayed.  \nv. IEG rates the WBG performance as Good. CPF priorities aligned well with priorities identified by the SCD and reflected the recommendations from the Risk and Resilience Assessment (RRA) . Several knowledge gaps identified in the SCD were addressed. There was a very high number of WBG Advisory Services and Analytics (ASA) and their focus was primarily on diagnostics and the preparation of strategies, while capacity building for implementation support could have been more emphasized.
