Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the Republic of Guinea Country Partnership Framework (CPF) for fiscal years (FY) 2018–23 and its adjustments through the Performance and Learning Review (PLR), dated June 23, 2021.  \nii. The CPF objectives were aligned with the government’s priorities and the development challenges identified in the 2018 Systematic Country Diagnostic (SCD). The priorities of the Second Republic of Guinea National Plan for 2022–25 were (i) good governance for sustainable development; (ii) sustainable and inclusive economic transformation; (iii) inclusive development of human capital; and (iv) sustainable management of natural capital. The CPF’s three focus areas mapped well to these priorities and adapted to changing circumstances during program implementation. They included (i) fiscal and natural resource management; (ii) human development, especially for women and girls; and (iii) productivity and economic diversification.  \niii. IEG rates the CPF development outcome as Unsatisfactory. Of the nine objectives, one was Mostly Achieved, seven were Partially Achieved, and one was Not Achieved. Focus Area I (Fiscal and Natural Resource Management) is rated Moderately Unsatisfactory: one objective was Mostly Achieved, one was Partially Achieved, and one was Not Achieved. Real tax revenue collection increased and execution of the National Local Development Fund investment  \nbudget improved, but citizens’ satisfaction with local governments’ investments did not. Focus Area II (Human Development, Especially for Women and Girls) is rated Unsatisfactory: both objectives were Partially Achieved. There was improvement in the reading ability of early grade students and in the number of children fully vaccinated, but not in the number of beneficiaries of cash transfers. Focus Area III (Productivity and Economic Diversification) is rated Unsatisfactory: all four objectives were Partially Achieved. Output per hectare increased for rice and maize, and the share of public contracts procured through open competition improved, but energy supplied in the eastern part of the country did not increase.  \niv. IEG rates the WBG performance as Good. The CPF design was aligned with the 2018 SCD and government priorities. Although the CPF results framework had weaknesses—particularly narrow indicators and limited integration of IFC and MIGA activities following the PLR—these weaknesses did not undermine implementation. The WBG delivered a substantial ASA program to fill knowledge gaps, support policy dialogue, and underpin the lending program, complemented by IFC’s 10 advisory operations. During implementation, the WBG responded flexibly to overlapping shocks and domestic events, includingthe COVID-19 pandemic. Bank lending grew substantially, although portfolio risk increased toward the end of the period. The CPF and PLR risk ratings were appropriate, but mitigation measures did not fully address the exceptionally difficult operating environment. Collaboration under the One WBG approach was strong in mining, agriculture, MSME access to finance, and private sector participation in state utilities. The WBG also coordinated well with development partners. Environmental and social safeguards compliance was achieved, with no outstanding issues at closure.
