Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) for the Republic of Croatia covers the Country Partnership Framework (CPF) for fiscal years (FY19-24), as updated in the Performance and Learning Review (PLR) dated March 13, 2023.  \nii. The Croatia’s CPF was broadly aligned with government priorities and those identified in the Systematic Country Diagnostic (SCD). From these priorities, the CPF selected three Focus Areas (FA) : (i) FA 1, enhancing public sector performance, institutions, and resilience to shocks; (ii) FA 2, preserving and leveraging natural capital to ensure low carbon growth; and (iii) FA 3, strengthening market institutions to enable a dynamic enterprise sector. The objective on energy efficiency and transition, under FA 2, was not a significant government objective but received regional EU-trust fund support and highlights the important role of the EU. The CPF was aligned with the WBG’s goals of reducing poverty and boosting shared prosperity. Reimbursable Advisory Services (RAS) activities targeted a lagging eastern region where seven out of eight counties have the highest poverty rates in the country. In addition, projects in education, railways, land, and justice sought to improve access to services and access to finance for the poor and vulnerable. The CPF also focused on promoting women’s entrepreneurship and women’s participation in the labor market, although there were few gender-related indicators.  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. Of the seven objectives, under the three FAs, three were rated Achieved, three were rated Mostly Achieved and one Partially Achieved. Under FA1, a national strategic planning system was established, and core public administration systems were strengthened, the fiscal  \nsustainability of the transport sector was bolstered, and there was progress in creating opportunities for people, particularly in less developed regions. However, the road and railway project achievements fell short of targets under this FA. Under FA 2, there was little progress in energy efficiency and energy transition, and progress in waste recycling. The government, with Bank and EU support, took the important step of developing a National Water Loss Reduction Action Plan. However, it is unclear whether water losses were reduced during the CPF period. Under FA 3, while there was progress in developing policy frameworks and the regulatory environment for the private sector, the role of the private sector in the economy during the CPF period was not measured.  \niv. IEG rates WBG performance as Good. On design, the CPF was aligned with government priorities and those identified in the SCD, with more emphasis on climate issues. The CPF planned a substantial program of RAS. In addition, selective WBG lending focused on supporting the marginalized, poor and vulnerable, catalyzing private sector investment and leveraging additional resources, and/or contributing to regional and global public goods. The results framework (RF) contained indicators that were measurable and reflected CPF objectives, but mainly due to the large RAS program component some were more output oriented, and less outcome focused. Moreover, the RF was weak, with several binary No/Yes indicators, which denoted lack of ambition rather than reflecting tangible changes and outcomes that might be scaled up.
