Executive Summary  \ni. This IEG validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the FY17-FY22 Country Partnership Framework (CPF) and its adjustments through the FY19 Performance and Learning Review (PLR) . The original CPF period ended in FY21, and the PLR extended the period by one year, through FY22 .  \nii. The WBG-supported program addressed major development challenges and was consistent with the government’s strategy. It had three focus areas (I) addressing multiple poverty traps in rural areas, with a focus on northern regions; (II) fostering infrastructure and private sector development; and (III) improving governance. These were highly relevant to the country context and in alignment with the WBG’s corporate priorities. The program was also relevant in the context of the strategic objectives of the International Development Association (IDA), i.e., IDA18’s goal of boosting support to states suffering from fragile and conflict situations. In line with the Systematic Country Diagnostic’s (SCD) emphasis on the need to enhance transparency to enable a businessfriendly environment, the CPF highlighted the issue through Focus Area II. However, this did not feature prominently in program design and implementation, except for debt management. Gender-related issues were identified as central to Cameroon’s socioeconomic development, and this was reflected both in the CPF results framework (RF) and the revised RF following the PLR.  \niii. IEG rates the CPF development outcome as Moderately Unsatisfactory. Of the twelve objectives, one was Achieved, four were Mostly Achieved, four were Partially Achieved and three were Not Achieved.  \niv. Under Focus Area I on addressing poverty traps progress was overall satisfactory. Agricultural yields improved, and some modest gains were registered on agricultural productivity. Cameroon’s social safety net has expanded through an increase in public works’ beneficiaries, as well as households benefitting from the cash transfer program. The rate of assisted births in the northern regions went up, and there was some evidence of progress in the use of modern contraception techniques, though it remains uneven, since the Far North and Northern regions registered little progress. Acute malnutrition rates for children under 5 years of age demonstrated a similar pattern, with overall progress masking the lack of progress in the North. On education, progress was registered in improving the pupil-textbook ratio, but teachers’ training on the new textbook for primary school children was incomplete. No significant progress materialized in primary education completion rates.  \nv. In Focus Area II, progress was overall modest. The port of Douala’s position asa transport and logistics hub was strengthened through lower road freight transportation prices to N’Djamena and reduced dwell freight times, but rail freight volumes decreased. Progress was registered in both the reduction of electricity disruption duration and in the additional MW of renewable electricity added to the national grid. A sizeable number of firms with movable property were able to secure bank loans, the Skills Development Fund (SDF) was not set up, and bureaucratic obstacles to entrepreneurship remain.  \nvi. In Focus Area III, progress was overall modest.
