Executive Summary  \ni. This Independent Evaluation Group (IEG) validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the FY16-FY20 Country Partnership Framework (CPF) and its adjustments through the FY20 Performance and Learning Review (PLR). The original CPF period ended in FY20; the PLR extended the period to FY21 .  \nii. The program supported by the World Bank Group (WBG) addressed major development challenges in Azerbaijan and was consistent with the government’s strategy. It had two focus areas: (i) Public Sector Management and Service Delivery (Focus Area 1) and (ii) Economic Competitiveness (Focus Area 2). These were highly relevant in the country context and in alignment with the WBG’s corporate priorities. The program was also relevant in the context of Azerbaijan’s attempt to steer a new development course away from oil dependence and towards private sector-led growth combined with improved public sector efficiency and service delivery. In line with the lessons derived from the FY11-FY14 Country Partnership Strategy (CPS), the CPF stressed gender and governance as key enabling factors to boost sustainable growth and enhance development outcomes. The PLR emphasized the gender dimension by adding and/or amending relevant indicators in the Results Framework (RF) . However, the program appears complex, with a large number of objectives across many sectors.  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. Of the nine objectives, three were Achieved, three were Mostly Achieved, and three were Partially Achieved.  \niv. In Focus Area 1 on public sector management and service delivery, progress was overall satisfactory. A Medium-Term Expenditure Framework (MTEF) was approved, and ane-procurement system became operational, while the percentage of non-performing loans (NPLs) declined. User satisfaction with judicial services increased, as did service provision for  \nvulnerable groups and Internally Displaced Persons’(IDPs’) satisfaction with basic service provision. Partial progress was achieved in enhancing statistical capacity of Azerbaijan. An increasing number of households benefitted from sanitation services. Moderate progress was achieved in support to solid waste management, but there is no evidence of improved outcomesin support to rehabilitating schools or supplying of drinking water.  \nv. In Focus Area 2 on economic competitiveness, progress was overall satisfactory. The completion of the Trans Anatolian Natural Gas Pipeline Project (TANAP) facilitated Azerbaijan’s energy diversification, and progress in the transportation network materialized through the reduction of road user costs in major highways. The Collateral Registry of Azerbaijan became operational. The market output and financing capacity of value chains involved in agribusiness increased, and set targets on raising agricultural productivity were met, while also improving irrigation and water drainage services. Reducing the number of days required to receive construction permits in Azerbaijan met the target by a wide margin, although the scale and depth of its impact on Small and Medium Enterprises (SMEs) is unclear.  \nvi. World Bank Group performance was Good. The WBG designed an indicative program for the first two years of the CPF cycle, to be adjusted through the PLR, due to the volatile macroeconomic situation and the possibility of reduced budget support requests by the government.
