Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the Poland Country Partnership Framework (CPF) for the period of fiscal year (FY)19-FY24 and its adjustments through the FY23 Performance and Learning Review (PLR) .  \nii. The CPF was aligned with Poland’s national strategy and priorities identified by the 2017 Systematic Country Diagnostic (SCD). The government’s Strategy for Responsible Development aimed at investing in human capital, addressing environmental sustainability and strengthening companies and entrepreneurship. To support these priorities, the CPF was organized around three focus areas: (i) human capital and entrepreneurship for the 21st century; (ii) advanced policy making for growth and inclusion; and (iii) global and regional public goods. The CPF was in alignment with the WBG’s twin goals and corporate priorities, particularly climate change and green, resilient, and inclusive development (GRID) . The CPF was highly selective, with limited IBRD lending and a knowledge-driven portfolio to build institutions and leverage finance from the private sector and other development partners, supported by increased IFC engagement.  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. WBG support to Poland contributed to building human capital, fostering entrepreneurship and private sector development, strengthening regional institutions, enhancing government capacity for policy design, and advancing the country’s transition to a green economy. Five objectives were Mostly Achieved and one Partially Achieved.  \n• In Focus Area (FA) I: Human Capital and Entrepreneurship for the 21st Century, the government implemented reforms to strengthen primary health care delivery, focusing on more integrated, coordinated patient care and improved access to services. Bank technical assistance (TA) also supported dialogue  \non systemic health sector challenges including use of big data, digitization, and hospital  \nreform. Entrepreneurship was promoted through IFC investments in financial  \ninstitutions to provide financial services to small and medium-sized enterprises (SMEs),  \nas well as in private equity financing for mid-sized, high-growth companies and support  \nto outbound investments from Poland into other countries. Targets to reach companies  \nthrough public training programs were not fully met.  \n• In FA II: Advanced Policy Making for Growth and Inclusion, the number of regions participating in the national Catching-Up Regions (CuR) initiative increased, improving regions’ capacity to plan and manage investments through scalable pilot programs related to resilience infrastructure and human capital. This included advancing the decarbonization agenda and adopting regional transition plans to mitigate the social and economic impact of closing coal mines. Other achievements under this FA included introducing compliance risk management in the National Revenue Administration (NRA) and strengthening the macro modelling capacity of the Ministry of Finance (MoF) .
