Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the Country Partnership Framework (CPF), July 2019-December 2023, extended in the Performance and Learning Review (PLR) dated March 7, 2023, by one year to December 2024.  \nii. The CPF was well aligned with the Philippines Development Plans and addressed the key constraints identified in the Systematic Country Diagnostic (SCD). The CPF program was aligned with the WBG twin goals of reducing poverty and boosting shared prosperity, and it also addressed the corporate priorities of gender and climate change. Progress toward the twin goals was supported through a series of Development Policy Loans (DPL) on rural development, the financial sector, fiscal sustainability, competitiveness, and risk management, and investment operations on peacebuilding, agriculture, and COVID-19. Prior to the PLR, the program was adjusted to address the effects of COVID-19. Gender was supported across the program, and climate change was covered under Focus Area III.  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. Five of the ten objectives are rated as Achieved, three as Mostly Achieved, and two as Partially Achieved. Under Focus Area I (Investing in Filipinos), the program achieved good results in education and health as primary school attendance among poor households increased and out-of-pocket health expenses for this population segment decreased. At the sametime, the implementation and expansion of digital solutions generated efficiency gainsin conditional cash transfers. Program results under Focus Area II (Competitiveness and  \nEconomic: Opportunity for Job Creation) were good, but results fell short of the anticipated level on the fiscal position. Despite the World Bank's (WB) support to increase tax revenues results fell short of targets. The WBG supported the drafting of several laws and regulations on competitiveness that were later adopted. Most notably, finance to MSMEs (including women-owned) achieved almost 30 times the program’s target, the increase in sustainability financing from commercial banks reached ten times the target, and time and transport cost reductions on rural roads exceeded their targets. Focus Area III (Addressing Core Vulnerabilities by Building Peace and Resilience) also had good results but fell short of the anticipated level regarding the normalization process in the Bangsamoro region. On the one hand, the WB offered continued and comprehensive support for peacebuilding and normalization efforts in the Bangsamoro region. Results achieved included improving access to basic services (i.e., health, education, water) and increasing literacy and vocational skills. On the other hand, the Manila Flood Management project benefitted only half the intended number of people.  \niv. Overall, IEG rates WBG's performance as Good. The CPF included three focus areas consistent with the government priorities and the SCD’s development challenges. It was flexible and adaptative in the use of instruments and in responding to changes in government priorities driven largely by the COVID-19 pandemic, post-pandemic recovery, and resilience to natural shocks. Lessons from the previous Country Partnership Strategy (CPS) were well reflected in the CPF FY19-FY24 .
