Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the fiscal years (FY)19–23 of the Country Partnership Framework (CPF) for Papua New Guinea (PNG). The Performance and Learning Review (PLR), dated June 6, 2023, extended the CPF period by one year to FY24 .  \nii. The CPF objectives were aligned with government priorities and addressed the challenges identified in the 2018 Systematic Country Diagnostic (SCD) and the 2018 Risk and Resilience Assessment (RRA). The CPF was organized around three Focus Areas (FAs) :  \na. FAI supported strengthening fiscal management and improving governance in the resource sector.  \nb. FAII supported a more inclusive service delivery, covering roads, water, human capital, electricity, and community infrastructure and services; and  \nc. FAIII prioritized the government’s commitment to growth and diversification by supporting cocoa and coffee, tourism, and micro, small, and medium-sized enterprises (MSME) competitiveness and access to credit.  \nd. Addressing violence against women was a priority as well as piloting training and employment opportunities for urban youth.  \niii. IEG rates the achievement of the CPF objectives as Moderately Unsatisfactory. Of the ten objectives, three were Mostly Achieved, five Partially Achieved, and two Not Achieved.  \n• Focus Area I (Improving fiscal and macro resilience) is rated Unsatisfactory, with one objective Partially Achieved and one Not Achieved. The program contributed to strengthening fiscal management and progress has been made in implementing the Extractive Industries Transparency Initiative (EITI), but without significant gains in transparency.  \n• Focus Area II (Ensuring more effective and inclusive service delivery, particularly in underserved areas) is rated Moderately Unsatisfactory. Gains were made in supporting the maintenance of the road network and engaging the private sector in roads. Hospital infrastructure was upgraded following COVID- 19 but intended improvements in health outcomes were not achieved. Institutional reforms in the electricity sector have been implemented, yet without improvements in transmission capacity, performance of the national public utility (PPL), or participation of private operators. While a water strategy was adopted, there was no increased access to drinkable water in urban areas. Access to basic infrastructure and services in vulnerable areas showed improvement although the engagement of a private operator to build housing did not happen. Overall improvements in service delivery, particularly in underserved areas, have been slow except for roads.  \n• Focus Area III (Enabling private sector development and inclusive growth in non-resource sectors) is rated Moderately Satisfactory. Two objectives were Mostly Achieved, and one was Partially Achieved. Productivity of key smallholder crops (cocoa and coffee) increased, as did farmers' incomes, with women benefitting from these gains and improvements in literacy and nutrition. The piloting of training and providing working opportunities to the urban youth was successful. Limited progress has been made in deepening the financial sector and in improving the competitiveness of MSMEs  \niv. IEG rates the WBG performance as Good.
