Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the Nigeria Country Partnership Framework (CPF) for fiscal years (FY) 2021–25 and the adjustments introduced through the FY24 Performance and Learning Review (PLR) .  \nii. The CPF aligned with government priorities under the Nigerian Development Plan (NDP 2021-25) and addressed key constraints identified in the 2020 Systematic Country Diagnostic (SCD). It was organized around four focus areas aligned with the WBG twin goals of reducing poverty and boosting shared prosperity on a livable planet and reflected corporate priorities on gender and human capital (Focus Areas, FA2 and FA4), and jobs and economic transformation (FA1 and FA3) .  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. Three focus areas were rated Moderately Satisfactory and one Moderately Unsatisfactory. Of the  \n10 objectives, 2 were Achieved, 5 Mostly Achieved, and 3 Partially Achieved. The CPF supported a broad reform agenda and achieved substantial results, with remaining gaps limited in scope. Results were strongest under FA1 (Strengthening the Foundations of the Public Sector), particularly in fiscal and debt management. Results under FA2 (Investing in Human Capital and Harnessing Nigeria’s Demographic Dividend) and FA4 (Enhancing Resilience) were positive despite some shortfalls and implementation challenges in conflict-affected areas. Results were weaker under FA3 (Promoting Jobs and Economic Transformation and Diversification), where progress on job creation, transformation, and diversification remained limited.  \niv. IEG rates WBG performance as Good. Program design was responsive to country needs, aligned with the SCD and NDP 2021–25, and adapted to changing conditions, including the COVID-19 pandemic and macro-fiscal pressures. The CPF increased the use of PforRs, expanded Programmatic Advisory Services and Analytics (PASA), and deployed a DPF when conditions allowed. Knowledge products were high quality and strengthened reform design, government buy-in, and outcome targeting. FA3 supported foundations for job creation and economic transformation, but lacked indicators on job creation and competitive clusters, and IFC’s broad program was not fully reflected in the Results Framework (RF) . Portfolio quality improved, although the share of projects at risk remained above the Sub-Saharan Africa average. Fiduciary and safeguards issues persisted, with eight INT investigations and several safeguards shortcomings. Still, 15 of 18 closed projects received satisfactory ratings for both Development Outcome and World Bank Performance. The PLR and CLR provided evidence of WBG collaboration in the financial and power sectors, and risks were appropriately identified and managed.  \nv. The WBG supported public sector reforms, human capital investments, and expanded access to electricity. Public sector support contributed to fiscal transparency reforms across all 36 states, higher non-oil revenues, recognition of deficit financing as public debt, and energy access reforms enabled large-scale electrification. Human capital investments contributed to broader literacy program coverage, expanded education access, girls’empowerment, and wider social safety net coverage. Access to electricity improved through both grid and off-grid solutions, although targets were not fully met.
