Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the Country Partnership Framework (CPF) for the period of fiscal year (FY)19-24 and its adjustments through the FY22 Performance and Learning Review (PLR) . The original CPF period ended in FY23; the PLR extended the period to FY24 .  \nii. The CPF was aligned with government priorities and constraints identified in the Systematic Country Diagnostic (SCD). Through its 2016 strategy Envisioning Nepal 2030, the government aimed to achieve middle income status by 2030. The CPF was aligned with these objectives and consisted of three Focus Areas: (i): Public Institutions; (ii): Private Sector led Jobs and Growth; and (iii): Inclusion and Resilience. In line with the lessons derived from the FY14-FY18 Country Partnership Strategy (CPS), the CPF stressed gender, citizen engagement and climate co-benefits as cross-cutting themes. The PLR maintained the original three CPF focus areas but added new priorities and emphasized the need for digital development in line with the government’s launch of its Green, Resilient and Inclusive Development (GRID) approach and added a new Objective (8) on access to digital services in the Results Framework (RF) .  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. Of the twelve objectives, two were Achieved, six were Mostly Achieved, and four were Partially Achieved. Under Focus Area 1 fiscal data availability improved i.e. real-time tax collection, and consolidated public expenditure data. Service delivery showed gains in civil registration, vaccine management scores, and school fund disbursement. Under Focus Area 2, WBG engagement contributed to increased power capacity (renewables, biogas) and financial access. While road connectivity improved, critical road safety issues persisted, and there were no improvements in the trade and transit regulatory environment. Under Focus Area 3, achievements included bringing more out-of-school children into education and increased  \naccess to WASH services and social security. However, support to maternal/GBV support services and higher education autonomy was less successful. Supporting resilience efforts had mixed outcomes: climate-smart agriculture adoption increased, but CO2 reduction and forest rehabilitation showed limited results.  \niv. IEG rates the WBG performance as Fair. CPF design was informed by the SCD and aligned with the government strategy, incorporating corporate commitments like gender, citizen engagement, and climate co-benefits. The ASA portfolio spanned several sectors and supported all CPF objectives. The Bank deployed a blend of IPFs, DPOs and PforRs, in addition to supporting disaster risk financing solutions through a Cat-DDO, Finance for Growth, Contingency Emergency Response Components (CERCs) in projects, and Trust Funds (TFs). The program could have been designed more selectively and prioritized the strengthening of institutions. The RF was broad with overly ambitious objectives. Some objectives used multiple indicators whereas others, such as Objective 8, Increased Access to Digital Services, relied on only one indicator, making it difficult to accurately assess progress. Indicators were often output-based, and there were few indicators reflecting IFC and MIGA engagements. The risks to the achievement of Development Objectives were mostly rated appropriately, yet the CPF identified few mitigation measures.  \nv.
