Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the Country Partnership Framework (CPF), fiscalyears FY23-27. The CPF period was shortened at the request of the Government of Mozambique to be replaced with a new CPF that better reflects the government’s priorities.  \nii. The CPF was well aligned with Mozambique’s 2020-2024 Five-Year Development Plan and addressed the key constraints identified in the Systematic Country Diagnostic (SCD) and Risk and Resilience Assessment (RRA). The CPF program was aligned with the WBG twin goals of reducing poverty and boosting shared prosperity on a livable planet, and it addressed the corporate priorities of gender, climate change, fragility, human capital, and jobs under three High Level Outcomes (HLOs) . The gender priority was covered under the HLO 3, and several projects included gender assessments or gender components. The priority of climate change was covered under HLOs 1 and 2. The priority of jobs was covered under HLO 2. Human capital was supported under HLO 3. The priority of fragility was covered to various degrees across the three HLOs.  \niii. The CPF was implemented in an increasingly challenging country context. During 2023-25, increasing fiscal pressures due to large wage bill expenditures and domestic debt service led to a debt-to-GDP ratio of 96.6 percent in 2024 and a designation of high risk of debt distress under the Joint World Bank-International Monetary Fund Low-Income Country Debt Sustainability Framework. While IEG did not rate the overall CPF development outcome due to the early termination of the CPF, this CLRV provides ratings on progress towards the achievement of each objective. Despite the shortened CPF implementation period, two of the nine objectives were rated as Mostly Achieved, six as Partially Achieved, and one as Not Achieved (there was no pro rata rating of performance) . The strongest results were achieved under the objective of Expanded Infrastructure Services. Good results were achieved under HLO 3 (Human Capital and Women’s Empowerment) and on addressing fragility in Northern Mozambique. Some reforms under Objective 1 (Improved Economic Management) were implemented, but the long-term impact of these reforms remains uncertain. Progress towards results was difficult to establish under HLO 2 (Inclusive Green Job Creation), as indicators focused on micro, small, and medium enterprises (MSMEs) growth, infrastructure services, and the sustainable use of natural resources rather than targeted labor-intensive sectors. Overall, two HLOs were rated as Moderately Unsatisfactory, and one was rated as Unsatisfactory.  \nv. IEG rates WBG’s performance as Good. The CPF encompassed three HLOs consistent with the government’s priorities and the SCD’s development challenges. The program design was adequate and responsive to the country's needs but could have strengthened job-creation interventions.
