Executive Summary\u003Cbr>i. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the Country Partnership Framework (CPF), fiscal years (FY)16–19 and updated in the Performance and Learning Review (PLR) dated August 22, 2019, which extended the CPF period by one year to FY20 .\u003Cbr>ii. The CPF program focused on Mali’s key development challenges identified by government priorities and the 2015 Systematic Country Diagnostics (SCD). There was also alignment with the commitments made in the 2015 Peace Agreement signed with two rebel coalitions 1, and the drivers of fragility identified in the preceding Interim Strategy Note (FY14-FY15) . The main challenges included enhancing governance to improve service delivery (especially in conflict-affected areas), creating income and employment opportunities with a focus on rebuilding and diversifying agriculture, and closing the wide gap in human capital to build resilience. The CPF was structured around three focus areas: (1) improve governance, (2) create economic opportunities, and (3) build resilience. IEG rates the CPF development outcome as Moderately Unsatisfactory One objective was achieved, one was mostly achieved, and five were partially achieved. Under focus area 1, although there is some evidence for improvements in public resource management at the central level, evidence is lacking for other levels of government. Poverty-reducing expenditures as a share of non-security spending increased as targeted. Citizen engagement did not improve significantly during the CPF period. The impact of efforts on service delivery at the local level cannot be ascertained for lack of evidence. Under focus area 2, there were gains in irrigation, productive capacity, and market integration of farmers, but not pastoralists. The diversification agenda delivered partial results with limited overall impact. The targets for diversification were very modest and the geographical scope of WBG interventions supporting it was limited, and cotton and gold continue to dominate the export basket. On infrastructure, there is some evidence of increased water connections in urban areas, but the achievements on greening electricity generation were below targets. Under focus area 3, human capital was developed and safety nets expanded with targets met. A registry of potential social assistance beneficiaries was built, bringing various social assistance programs together and increasing its coverage. Programs to help the poor and vulnerable manage risk were developed, but their outcomes were not tracked.  \niv.
