Executive Summary  \ni. This review of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the Country Partnership Framework (CPF), ﬁscal years (FY) 18-23. The Performance and Learning Review (PLR) of April 25, 2022, modiﬁed the results framework.  \nii. The CPF objectives were aligned with the country’s major development challenges identiﬁed in the 2017 Systematic Country Diagnostic (SCD) and government strategies. The overarching goal of the CPF program was to harness Mauritania’s natural resource wealth to strengthen human capital and achieve inclusive and resilient growth, with three areas of engagement: Focus Area (FA) I. Promote an economic recovery and transition to diversiﬁed and resilient growth; FA II. Build human capital for inclusive growth; and FA III. Strengthen economic governance and private sector-led growth. While climate change was not a main engagement area or separate objective, climate related issues were addressed by two indicators. A number of the indicators included targets for women and/or refugees. The CLR also reports that all active lending projects are gender tagged.  \niii. The 2022 PLR came late in the CPF period but made signiﬁcant changes to the indicators in the Result Framework (RF). However, many of the indicators – both in the CPF and in the PLR-addressed institutional outputs (such as published ﬁsheries management data, number of people provided access to services, birth attended by skilled health staﬀ, number of investment climate reforms implemented) rather than outcomes. The PLR missed an opportunity to better reﬂect IFC and MIGA activities. Overall, the PLR and the revisions to the RF came late in the CPF period to allow for amore strategic adaptation.  \niv. IEG rates the CPF development outcome as Moderately Satisfactory. Of the nine objectives, one was Achieved, ﬁve Mostly Achieved, and three Partially Achieved. Focus Area I (Promote and economic recovery and transition to diversiﬁed and resilient growth) is rated Moderately Satisfactory: two objectives Mostly Achieved, and one objective Partially Achieved. There were large increases in fresh ﬁsh exports and in generated investments in the ﬁsheries sector, also increases in the area under sustainable land management. There was, however, no increase in the households with less exposure to erosion and ﬂooding, and only a modest increase in the number of people receiving various services. Focus Area II (Build human capital for inclusive growth) is rated Moderately Satisfactory: one objective rated Achieved, one Mostly Achieved, and two Partially Achieved. There were improvements in social safety nets, in the management of the COVID-19 pandemic, and in fourth-grade educational scores, but not for teachers’ competency testing or for youths’ beneﬁts from technical training. Focus Area III (Strengthen economic governance and private sector-led growth) is rated Satisfactory: two objectives are rated Mostly Achieved. There was improved public access to budgetary information, and an increased number of insolvency cases brought for resolution to the courts.  \nv. IEG rates the WBG performance as Good. The overall goal and the three CPF focus areas were relevant in relation to the government’s program and the constraints identiﬁed in the 2017 SCD.
