Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers fiscal years (FY) 2018-25 The originally approved Country Partnership Framework (CPF) for India was for FY18-22 . The Performance and Learning Review (PLR) was initially expected in FY20 but postponed to October 23, 2023. It extended the original CPF period to FY25 . While both the PLR and CLR cited December  \n31, 2024 as the end date, this validation assesses the period through the end of FY25, consistent with the standard annual cycle for monitoring targets.  \nii. The CPF objectives were aligned with the government’s priorities and with the development challenges identified in the 2018 Systematic Country Diagnostic (SCD). The government prioritized economic transformation and growth enablers, also emphasizing regional development, urbanization and rural transformation, and sustainability with a focus on environment and water resources. These government priorities were directly translated to the CPF’s three focus areas: 1) Resource-Efficient Growth 2) Competitiveness, and 3) Human Capital. These three focus areas and their objectives were retained in the PLR, which deepened the focus on climate change and on inclusion regarding female labor participation. The WBG also provided assistance to the country to meet the challenges of the COVID-19 pandemic.  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. Of the 15 objectives, two were Achieved, eight Mostly Achieved, and five Partially Achieved.  \n• Focus Area I (Resource-Efficient Growth) is rated Moderately Satisfactory: one objective Achieved, three objectives Mostly Achieved, and one objective Partially Achieved. There were improvements in agricultural water use efficiency in select states, in the number of people provided with improved living conditions, in increasing access to sustainable energy, and improved disaster risk management (DRM) procedures. There were few achievements concerning sustainable risk management practices, and the number of affordable/green housing units supported by IBRD.  \n• Focus Area II (Enhancing Competitiveness Enabling Job Creation) is rated Moderately Satisfactory: one objective is rated Achieved, two objectives Mostly Achieved, and two objectives Partially Achieved. There was increased access to services at technology centers for enterprises and the number of people and SMEs, including women and women-owned SMEs reached with financial services, increased, but targets for goods traffic volumes on the Eastern Dedicated Freight Corridor III were missed.  \n• Focus Area III (Investing in Human Capital) is rated Moderately Satisfactory: three objectives are rated Mostly Achieved, and two Partially Achieved. There were improvements for children aged 6-23 months receiving age-appropriate foods, the number/percentage of people receiving improved access to water resources and sanitation services, and the share of the poor (lower 40 percent of households) covered by a social safety net, but students achieving minimum proficiency in grade 3 language in selected states was not achieved within the CPF period.  \niv. IEG rates the WBG performance as Good. The direction and focus areas in the CPF were relevant in relation to the government’s priorities and the key development constraints identified in the 2018 SCD.
