Executive Summary  \ni. This review of the World Bank Group’s (WBG) Completion and Learning Review (CLR) for the Kingdom of Cambodia covers the period of the Country Partnership Framework (CPF), fiscal years FY19-FY23, and updated in the Performance and Learning Review (PLR) dated June 22, 2022, which extended the CPF period by one year to FY24.  \nii. The CPF was aligned with government priorities and priorities identified in the Systematic Country Diagnostic (SCD). This led to four priority areas for Cambodia’s CPF, including a cross-cutting area: (i) state efficiency and private sector development; (ii) human capital development; (iii) agricultural productivity and sustainable use of natural resources; and (iv) governance, institutions, and citizen engagement. The CPF was aligned with the World Bank Group’s (WBG) goals of reducing poverty and boosting shared prosperity in a sustainable manner, as well as other corporate goals. The focus on poverty and shared prosperity was especially prominent in the support for social transfers to protect the poor, the further development of social protection programs, and the emphasis on maintaining social expenditures during and after the COVID-19 pandemic. Attention increased to providing better and more effective service delivery, particularly in education and health for the poor and vulnerable groups. Another important indirect pro-poor element in the program was its support to micro, small and medium enterprises (MSMEs) to increase their productivity and provide employment. There was some attention to gender under the WBG program, although few CPF indicators on the topic. The WBG supported the development of resilience to climate change.  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. Four objectives were rated Mostly Achieved and four Partially Achieved. Under focus area 1, financial sector development—particularly on access to finance—took place during the CPF period, although private sector development of formal enterprises made only minor progress during the CPF. There was progress in strengthening public finance, but public sector accountability remains incipient, and its progress was not measured under the program. Infrastructure services were expanded and improved only modestly. Under focus area 2, there was progress in establishing programs and institutes that could enhance the quality of education, and the Programme for International Student Assessment (PISA) scores improved. Despite progress during the CPF period, the PISA scores suggest that substantial improvements in education are needed for most Cambodian students to achieve international minimum proficiency standards in science, math, and reading. The shortage of schools’ educational material (0.85 PISA index, rank 8/77, 2022) was highlighted by the PISA 2022 report. Access to quality health services expanded during the CPF period, and access to quality early childhood education services improved. Under focus area 3, there was significant improvement in the management of water use, and modest progress on the management of land use. There was some improvement in agriculture productivity and diversification.  \niv. There was modest support to strengthen governance, institutions and citizen engagement.
