Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the Country Partnership Framework (CPF), fiscal years FY19-22, and updated in the Performance and Learning Review (PLR) dated September 23, 2022, which extended the CPF period to FY23 . This was the first CPF for Somalia since the collapse of institutions in 1991.  \nii. The CPF was aligned with the National Development Plans and addressed the key constraints identified in the Systematic Country Diagnostic (SCD). The FY2019-23 CPF was the first CPF since the collapse of Somalia’s institutions in 1991 and followed the FY14-16 Interim Strategy Note (ISN) . The CPF program was aligned with the priorities of Somalia’s National Development Plans (NPD8 & NPD9) and addressed the main constraints that the SCD identified to confront a development trap of fragility, low resilience, and an inability of its economy to generate opportunities for the growing population. To address these constraints, the SCD identifies three areas to achieve longterm poverty reduction: improve governance, reinforce resilience, and provide opportunities for Somalia’s youth. The CPF included two focus areas, which the PLR restructured to three. These were: (i) strengthening institutions and financing for social service delivery, (ii) enabling inclusive private sector-led growth, and (iii) strengthening resilience. The PLR adjusted the strategy to reflect the higher priority on poverty reduction in the NPD9. This was achieved by considerably increasing financing while continuing to support capacity building. The CPF was consistent with the WBG goals of poverty reduction and shared prosperity, targeting drivers of long-term poverty reduction, job creation and resilience. It was also consistent with the cross-cutting  \npriorities of gender and climate change by promoting women’s health and economic opportunities as well as addressing urban and rural climate-related resilience.  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. Focus Area 1 (Strengthening Institutions and Financing for Social Services Delivery) was rated as Moderately Satisfactory and its two objectives were rated Mostly Achieved. While there was progress on strengthening government capacity and systems as well as intergovernmental (federal vs. regional) fiscal relationships, capacity remains weak and fragile. Spending on social services and social assistance also increased. Focus Area 2 (Enabling Inclusive Private Sector-led Growth) was rated Moderately Unsatisfactory and its two objectives were rated Partially Achieved. There was limited progress on financial and digital inclusion (including MSMEs) as well as on increasing private sector investment. IFC made limited progress in addressing key development challenges through its upstream activities and through advisory services. Overall, WBG support for the private sector pillar of the CPF had few tangible results. Focus Area 3 (Strengthening Resilience) was rated Satisfactory and its two objectives were rated Achieved. There were improvements in urban roads and water infrastructure as well as greater and improved access to water in rural areas for domestic, livestock and horticultural use. More people in rural areas benefitted from improved flood risk management as well as from greater access to livelihood support in response to major shocks (floods/drought locusts) .  \niv.
