Executive Summary  \ni. This review of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the FY16-FY21 Colombia Country Partnership Framework (CPF) and its adjustments at the FY19 Performance and Learning Review (PLR) stage.  \nii. The WBG program sought to address major constraints to Colombia’s development: unbalanced territorial development, weak social inclusion and mobility, and low-to-negligible gains in productivity (which have persisted over the last forty years) . The CPF addressed these issues with relevant interventions in three pillars: Pilar 1-Fostering Balanced Territorial Development; Pillar 2-Enhancing Social Inclusion and Mobility through Improved Service Delivery; and Pillar 3-Supporting Fiscal Sustainability and Productivity. The program was broadly aligned with the WBG’s twin goals of reducing poverty and boosting shared prosperity, as well as its gender and climate change goals.  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. Of the eight objectives, one was Achieved, four were Mostly Achieved, and three were Partially Achieved. Substantive gains in Focus Area I (Fostering Balanced Territorial Development) were made in improving the long-term planning instruments of municipalities, land tenure formalization, and the financial management of subnational governments (departments and municipalities), and in reducing their burdensome reporting requirements to the national authorities. Other substantive gains include the area brought under environmental cattle ranching production systems and preparing and implementing a management plan for the Rio Bogotá basin. Progress was made in issuing Special Stay Permits (PEPs) to enable Venezuelan migrants to  \nstay and work in the country and affiliating Venezuelan migrants to Colombia’s national healthcare system. There were some advances in procedures supporting the post-conflict activities, such as evaluating policy reforms for post-conflict and in designing a framework to implement projects validated and adopted by the Victims Unit. The program fell short in reaching its target of hectares under protection in the Amazon region. In Focus Area II (Enhancing Social Inclusion and Mobility through Improved Service Delivery), there were gainsin integrating Venezuelan migrants into the economy and society, and in improving the access and the enrollment of students –especially those from disadvantaged backgrounds– in tertiary education. The program fell short in improving access to water in the Pacific region, to health services in Cartagena and Bucaramanga, and to better education for children. In Focus Area III (Supporting Fiscal Sustainability and Productivity), around 35,000 low-income families gained access to housing, people in Ciudad Bolívar benefited from a transport cable that IFC financed, the country created a framework to have better urban planning, and there was substantial financing for the 4G concessions program. Yet, the results expected on fiscal consolidation, the business environment, and infrastructure services were only partially achieved. The program did not increase competition in domestic markets, did not improve transportation in mediumsized cities, and there is no evidence that post-conflict expenditures were accommodated.  \niv. WBG performance was Good. The CPF supported objectives relevant to Colombia’s development challenges.
