Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers Burkina Faso’s Country Partnership Framework (CPF) for fiscal years (FY)18-24 and its adjustments through the FY22 Performance and Learning Review (PLR) dated July 27, 2022. The original CPF period ended in FY23; the PLR extended the CPF period to FY24 .  \nii. The CPF was aligned with government priorities and the constraints identified in the Systematic Country Diagnostic (SCD). Through its 2016-2020 National Economic and Social Development Plan (PNDES) and 2021-2025 PNDES II, the government of Burkina Faso aimed to structurally transform the economy and achieve inclusive growth and job creation, especially for women and youth. The 2017 SCD prioritized (i) natural resource management, (ii) the development of skills and (iii) overcoming gender bias. The CPF was aligned with these priorities and included three Focus Areas (FA): FA 1: accelerate sustainable private sector led growth for job creation; FA 2: invest in human capital and social protection systems; and FA 3: strengthen governance and support citizen engagement. In line with the lessons derived from the FY13-FY16 Country Partnership Strategy (CPS) and the 2017 SCD, the CPF stressed gender as a cross-cutting issue. The PLR reformulated FA 3 to reflect the 2021-2025 PNDES priorities of preventing conflict escalation and strengthening resilience, as well as adding an objective on adaptation to climate change in the Results Framework (RF) .  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. Of the eleven objectives, five were Achieved, three were Mostly Achieved, and three were Partially Achieved. Under FA 1, improvements included increased livestock sales, rice yields, electricity services, and access to all-season roads. SME financing was enhanced, and emissions from land use and forestry were reduced. Cash transfer benefits reached many beneficiaries, and access to potable water improved. Under FA 3, public officials declared assets online, and citizen satisfaction with education and health services improved. However, targets for citizen satisfaction with commune services and digital platform deployment were missed.  \niv. IEG rates the WBG performance as Good. The CPF design was informed by the SCD and aligned with government strategy, incorporating corporate commitments like gender and climate change adaptation. The number of CPF objectives was high for a country with high vulnerability, fragility and limited capacity with the PLR reducing the number of objectives only slightly, from 12 to 11 . The ASA portfolio supported all CPF objectives. The World Bank (WB) deployed a blend of IPFs, DPOs, PforRs, regional projects, and trust funds, leveraging additional resources through IDA18 and IDA19.
