Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers Bulgaria Country Partnership Framework (CPF) for the period of FY17-FY22 and its adjustments at the FY19 Performance and Learning Review (PLR) stage.  \nii. The WBG program sought to address major constraints to Bulgaria’s development: rapid population aging, a decline in the working age population (in part due to high levels of emigration), and low productivity growth. The CPF identified three policy areas with potential to transform the economy, raise productivity and support more inclusive and sustainable growth: (i) the institutional and legal framework for good governance, (ii) equip the workforce with skills and more and better education; (iii) public spending efficiency and effectiveness. These areas were in line with the findings of the Systematic Country Diagnostic (SCD) that identified three main challenges: governance, which undermines progress towards growth and poverty reduction; lack of human capital, employability, and financial assets in the bottom 40 percent, which limits progress in increasing incomes; and inequalities in human capital and employment opportunities related to ethnic, gender and age aspects. The CPF addressed these issues with relevant interventions in two pillars: Pillar 1-Strengthening Institutions for Sustainable Growth; and Pillar 2 – Investing in People. The program was broadly aligned with the WBG’s twin goals of reducing poverty and boosting shared prosperity, as well as its gender and climate change goals.  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. Of the five objectives, one was Achieved, two were Mostly Achieved, and two were Partially Achieved. Substantive gains under Focus Area I (Strengthening Institutions for Sustainable Growth) were  \nmade in improving the resilience and stability of the financial sector, putting in place a nationale-toll road system, and expanding improved airport services and the reliable supply of water. Progress was also made with adopting new government strategies to improve energy efficiency in housing and advance adaptation to climate change, as well as prepare a roadmap to comply with the EU directives on air quality. The program fell short in reaching its targets on spending on the road sector and on the number of new plans for managing river basins and flood risks. In Focus Area II (Investing in People) the program succeeded in improving access to wastewater collection and treatment services, and in increasing the enrollment in kindergarten. The program helped develop a system of indicators of school performance and methodology for estimating school value added, steps which permitted to apply a model for school inspection. The achievements, however, cannot inform if school performance improved and the institutional capacity to manage schools improved. IEG could not verify that poor people benefited from reliable water supply.  \niv. WBG performance is rated Good. On program design, this review concludes that the e CPF supported objectives relevant to Bulgaria’s economic and social challenges, and its interventions were adequate for a program based on knowledge services. However, several indicators did not measure well progress toward their relevant objectives. This reflects the limited ambition of the CPF results matrix, which is mainly output oriented, and in several instances just captures processes.
