Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers fiscal years (FY) 18–24. The originally approved Country Partnership Framework (CPF) for Belize was for FY18–22. The Performance and Learning Review (PLR), dated April 28, 2023, extended the CPF period by two years to FY24.  \nii. The CPF design aligned with the constraints identified by the 2016 Systematic Country Diagnostic (SCD), filtered by government priorities and World Bank Group (WBG) comparative advantage. The CPF conformed with the corporate goals of poverty reduction and shared prosperity on a livable planet through a tight alignment with the priorities identified by the 2016 SCD. The CPF was highly selective and wellcoordinated with the engagements of other development partners. The overarching CPF objective was to strengthen economic resilience through two Focus Areas (FAs) and four objectives:  \na. FA I sought to foster climate resilience and environmental sustainability with attention to (a) strengthening the resilience of infrastructure, and (b) enhancing sustained natural resource management in target areas.  \nb. FA II centered on promoting financial inclusion and social resilience by: (a) strengthening financial inclusion and infrastructure; and (b) improving youth employability and at-risk youth inclusion. The PLR shifted the focus from youth employability towards responding to the socio-economic hardship due to COVID-19 and climate-related challenges.  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. Of the four objectives three were mostly achieved and one was partially achieved.  \n• Under FA I, one objective was mostly achieved, and one partially achieved. The objective to incorporate climate resilience into long-term planning of energy infrastructure was achieved, but improvements were limited in increasing the resilience of the existing electricity transmission infrastructure. The World Bank contributed to a more resilient road infrastructure through improved designs with stricter specifications in the upgrading of the Phillip Gordon highway. Jointly IFC and the World Bank have set the basis for increasing resilience in electricity with private sector participation (Objective 1) . Partial advances were made towards enhancing sustainable natural resource management. Marine areas were brought under biodiversity protection; however, there was no improvement in bringing land under sustainable landscape management or in extending grants to farmers to adopt climate resilient agricultural technology (Objective 2) .  \n• Under FA II, one objective was achieved, and one was mostly achieved. The financial infrastructure was considerably improved by building key institutional blocks, such as a Collateral Registry and a Credit Bureau. Financial inclusion increased with both IFC and the World Bank contribution (Objective 3) . The short-term impacts of the COVID-19 pandemic and the 2019 severe drought were contained through well targeted cash transfers for social protection and support of agricultural activities, strengthening Belize’s social assistance institutions. The Bank also contributed to the acquisition of COVID-19 vaccines, their application and strengthening the underlying institutions (Objective 4) .  \niv. IEG rates the WBG performance as Good.
