Executive Summary  \ni. This review of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the Country Partnership Framework (CPF) spanning fiscal years (FY) 2019-24. The Performance and Learning Review (PLR) of May 3, 2022, modified the results framework and extended the original CPF period by two years to June 30, 2024.  \nii. The CPF objectives were aligned with the government’s priorities and with the development challenges identified in the 2018 Systematic Country Diagnostic (SCD). The main focus of the CPF was to support the country in reducing macroeconomic instability and laying the foundation for poverty reduction through private sector–led growth. To this end, and consistent with the SCD, the CPF engagement targeted interventions that: (i) catalyzed private sector investment and leveraged resources; (ii) addressed key institutional challenges to shared prosperity and inequality; and (iii) delivered global public goods. A key priority for the government was to balance macroeconomic stabilization with continued efforts to implement structural reforms. New IBRD lending would focus primarily on interventions to strengthen policies and institutions required for sustainable IBRD graduation.  \niii. The program was modified substantially at PLR stage. By the time of the PLR (May 3, 2022, close to the CPF expiration), the WBG was responding to serious economic and health crises, with economic contraction, high inflation and the fallout of the COVID-19 pandemic. Inline with the government’s shifted priorities, the PLR adjusted the CPF and its results matrix substantially in all three focus areas – increasing assistance to vulnerable populations, improving basic services and urban infrastructure, and responding to the COVID-19 emergency. Initial CPF objectives related to IFC and MIGA were scaled down to reflect the prolonged crisis environment. However, the framework relied heavily on project-specific  \nprogress and results, without explicit linkages to possible broader sectoral or policy impacts, which made it difficult to assess the WBG’s contribution to country development outcomes.  \niv. IEG rates the CPF development outcome as Moderately Satisfactory. Of the nine objectives, two were Achieved, four Mostly Achieved, two Partially Achieved, and one Not Achieved. Focus Area I (Supporting inclusive recovery) is rated Moderately Unsatisfactory: one objective Achieved, one objective Partially Achieved, and one Not Achieved. A large part of the population was vaccinated against COVID, and there was a large reduction in the number of children not eligible for social benefits due to lack of complete information. There was no increase in private capital mobilization through the Climate Intelligent and Inclusive Agri-food Systems, or in expanding access to jobs (under several objectives) and improving living conditions. Focus Area II (Strengthening service delivery to protect the poor and the vulnerable) is rated Moderately Satisfactory: one objective Achieved, one Mostly Achieved, and one Partially Achieved. All three indicators for improving the human capital of vulnerable populations were achieved, and there was improvement in processing contracts through the eprocurement system. However, there was limited reduction of pollution in the MatanzaRiachualo basin under a Bank project.
