Executive Summary  \ni. This review of the World Bank Group’s Completion and Learning Review (CLR) covers the FY16-FY21 Country Partnership Framework (CPF) and its adjustments through the FY18 Performance and Learning Review (PLR). The CPF period ended in 2020, but the CPF period was extended by one year at the PLR stage. The CLR covers the program through 2021.  \nii. The WBG-supported program was consistent with the government’s strategy and addressed major development challenges. It had three focus areas – an economic environment conducive to growth through private sector job creation (Focus Area I), reducing regional disparities (focus area II), and enhancing social cohesion (Focus Area III) . These were in alignment with the WBG MENA Strategy and the government’s five-year national development plan adopted in 2016. Focus Area I reforms were frontloaded to address priorities pertaining to fiscal risks and macroeconomic stability. There was good alignment between the program and WBG corporate priorities. Governance and gender were cross-cutting issues, but their salience declined over time in favor of a stronger emphasis on climate change.  \niii. IEG rates the CPF development outcome as Unsatisfactory. Of the ten objectives, one was Achieved, six Partially Achieved, and three Not Achieved. Under Focus Area I, progress was made in reducing fiscal risks through the adoption of a medium-term debt strategy and the signing of an Organic Budget Law in 2019. A new Public Investment Management (PIM) framework has been set up, incorporating public investment and PPP projects, and the total number of MSME loans offered increased. However, no significant progress materialized on SOE management, NPLs, debt and deficit levels. Public expenditure on general subsidies could not be verified. Although a PPP legal framework is now in place, trade facilitation improvements have not materialized and only a few firms have been able to benefit from export  \nguarantee instruments. In Focus Area II, progress was made in enhancing road connectivity between inland and coastal regions, and some water systems in targeted areas have been rehabilitated. On the other hand, fewer than expected local governments were able to execute their Annual Investment Plans on time, youth entrepreneurship in disadvantaged regions was not promoted effectively, the target on preschool programs’ enrollment was missed, and value chains did not develop substantially. IEG cannot verify the number of people benefiting from better water services, or the reduction in travel time on rehabilitated roads. In Focus Area III, an Access to Information Law, an Open Data Decree and the AMEN Social Law were adopted and implemented. Pandemic-related support assisted the government in cushioning parts of the population from the effects of COVID-19, and progress on open data portals and a better social assistance system was achieved, including through the setup of a new social registry system. Limited progress was realized in enhancing employment opportunities for young people. The number of people benefiting from open access data cannot be verified.  \niv. World Bank Group performance was Fair. Program design was adequate, addressing Tunisia’s most binding development constraints. However, the program was not adequately selective and sequencing of reforms was problematic, with an implicit but unrealistic assumption of parallel progress possible across complicated governance issues (SOEs, fiscal reform and consolidation, banking sector) .
