Executive Summary  \ni. This review of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the Country Partnership Framework (CPF), FY17-FY21, and updated in the Performance and Learning Review (PLR) dated August 30, 2021, which extended the CPF period to FY22 .  \nii. The WBG program sought to support selected components of the Government of Mauritius’s plan with an emphasis on increasing competitiveness, fostering inclusion, and bolstering resilience and sustainability, which were based on priorities identified in the WBG’s Systemic Country Diagnostic (SCD). The World Bank supported program was primarily a knowledge program (ASA, RAS) --with one regional DPO that was approved prior to the period and closed during the period. There was one IFC investment, one advisory mandate, and one MIGA guarantee. The program implemented during the CPF period was broadly aligned with the WBG’s twin corporate goals. Focus Area I (Increasing Competitiveness) directly contributed to improvement of the business environment. Focus Area II (Fostering Inclusion) sought to improve the implementation of education reforms, addressing issues of poverty and shared prosperity through skills development and inclusion. Focus Area III (Bolstering Resilience and Sustainability) sought to assist the Government in enhancing policy coherence and creating capacity for planning and crisis response reaching the most vulnerable faster, efficiently and with adequate support reducing the risk of poverty increases and strengthening financial sector governance so financial products can reach lower income households and small retailers better and more efficiently.  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. IEG rated the outcome under the four objectives as: achieved for the Increased Capacity to Implement Education Reforms objective; mostly achieved for the Build Capacity to Implement Strengthening Financial Sector Governance objective, and partially achieved for the Improved Environment for Regional Trade and Investment objective and the Improved Public Sector Effectiveness for Planning and Crisis Management objective. The program showed strong results in education, satisfactory results under digital governance and preliminary good results under financial sector governance. IEG rates Focus Areas I – Increasing Competitiveness – as Moderately Unsatisfactory, with little progress on development outcomes even though all indicators (mostly related to outputs and processes) were achieved or exceed. IEG rates Focus Area II – Fostering Inclusion – as Satisfactory given the strong contributions to the education reform, a key element of the Government’s 2020-24 program. IEG rates Focus Area III – Bolstering Resilience and Sustainability – as Moderately Satisfactory given the combination of one partially achieved objective and the other objective mostly achieved. Progress was made on the payments system and adoption of a better risk sensitive supervisory approach for the financial sector, and the FY22/23 budget was informed by strategic analysis and planning. Results indicators in this Focus Area were primarily process and output based, undermining the quality of evidence presented on the achievement of objectives.  \niv. World Bank Group performance was Good. CPF design was relevant to Mauritius’s development challenges.
