INTRODUCTION  \n1. This Completion and Learning Review (CLR) assesses the performance of the World Bank Group’s (WBG) Country Partnership Framework (CPF) FY19-FY25 (fiscal years 2019-2025) for the Kingdom of Morocco. The CPF was discussed by the Board on February 19, 2019 (Report No. 131039-MA) and updated through the Performance and Learning Review (PLR) of August 2023 (Report No. 184047-MA) . The update confirmed the relevance of the CPF development objectives, aligned the program with government strategies including the New Development Model1 (NDM) -and extended the CPF period by one year to FY25 . The extension reflected substantive changes to the government program and the need to address implementation delays. This review (i) assesses the achievements of the CPF program outcomes; (ii) evaluates the WBG’s performance in designing and implementing the CPF program, while discussing its alignment with the renewed WBG mission of ending extreme poverty and boosting shared prosperity on a livable planet; and (iii) outlines lessons learned to inform the design of the FY26-FY35 CPF.  \n2. The CPF FY19-FY25’s overarching strategic goal was to contribute to social cohesion by improving the conditions for growth and job creation and reducing social and territorial disparities in Morocco. It was built around three Pillars: (1) Promoting Job Creation by the Private Sector; (2) Strengthening Human Capital; and (3) Promoting Inclusive and Resilient Territorial Development with “Governance and Citizen Engagement (CE)” as a foundational pillar and gender and digital technology as cross-cutting themes.  \n3. The CPF was implemented in a highly challenging and volatile external environment. Morocco has faced severe shocks, starting with the pandemic, followed by a prolonged drought, high commodity prices, a devastating earthquake, and recent heavy flooding. These events resulted in an average Gross Domestic Product (GDP) growth of 1.6 percent per year between 2020 and 2023, and an increase in poverty. The labor market remained weak, with participation rates declining by nearly 10 percent since 2000. In 2024 unemployment reached 13.3 percent2 and particularly affected highly educated urban youth.  \n4. Against this backdrop, Morocco demonstrated notable macroeconomic resilience underpinned by prudent macroeconomic management and effective government responses, including an ambitious reform agenda. In May 2021, the Special Commission on the Development Model (CSMD) presented a comprehensive new development model (NDM), which was subsequently incorporated into the Government Program 2021-2026. Key reforms implemented include expanding social protection through health insurance and cash transfer programs, improvements in education, tax reform, the reduction of butane gas subsidies, and reform of State-Owned Enterprises (SOEs) . In 2023, the Moroccan economy expanded by 3.7 percent despite global economic headwinds, an inflation surge, and increased private consumption, all supported by sound macroeconomic policies. Foreign Direct Investment (FDI) inflow grew, and the current account deficit shrank to its lowest since  \n20073. Addressing climate change, particularly water scarcity, has become one of the utmost priorities, with important investments in infrastructure and decarbonization targets.  \n5. The CPF program adapted to address Morocco’s changing context and the need to align with national priorities.
