Executive Summary  \ni. This review of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period FY16-FY20 of the Country Partnership Framework (CPF), and its adjustmentsat the FY19 Performance and Learning Review (PLR) stage.  \nii. The WBG program sought to address some of Bolivia’s main constraints to the country’s development--low productivity in the non-extractive sector of the economy and gaps and disparities in public services identified, both identified in the SCD. The CPF had two pillars: Pillar 1 – Promote Broad-based and Inclusive Growth and Pillar 2 – Support Environmental Sustainability and Resilience to Climate Change and Economic Shocks. The PLR removed one objective for which the supporting program had low government demand (strengthening the institutional capacity to improve public resource management and the business environment) and added an objective related to a project that was going well, related to developing core statistical operations and improve the capacity of the Instituto Nacional de Estadística (INE), and for which there was strong government demand.  \n\n| CLR Reviewed by: | Peer Reviewed by: | CLR Review Coordinator |\n| --- | --- | --- |\n\niii. IEG rates the CPF development outcome as Moderately Satisfactory. Of the five objectives, four were mostly achieved and one was partially achieved. Substantive outcome gains in Focus Area 1 (Broad-Based and Inclusive Growth) were the increase in the number of households that improved their access to markets and services, the number of people in the bottom quartile that expanded their access to basic services, the larger volume of trade supported through trade finance, the higher placement rate in youth employment programs and the larger amount and better quality of statistical information. The program also showed substantive increases in the volume of sales of agricultural products under the rural alliances program. In Focus Area 2 (Capacity to Manage Climate Change and Reduce Vulnerability to Natural Disasters) there were gains in the government’s capacity to manage disasters in climate risks, as exemplified by the preparation, adoption, and operationalization of a plan to manage climate change. The program fell short in improving road conditions in two main road corridors, in developing an urban strategy for intermediate cities, and in adopting better technologies and practices in agriculture, all in Focus Area I, and in incorporating in the design of public investment projects in five sectors considerations of disaster and climate risk, in Focus Area II.  \niv. WBG performance was Good. The CPF and the PLR sought to address several relevant problems that impeded improvements in the standard of living for Bolivian people. Despite the rapid economic growth in the decade prior to the CPF, the country still had vulnerable communities that could not connect with others and access to basic services was limited, especially among the poorest and more vulnerable. Also, natural disasters, a frequent occurrence in Bolivia, impacted more these groups than the better-off. The SCD analyzed these problems well and informed the CPF’s design. The program’s objectives were relevant and the logical chain linking interventions, results and achievement of objectives was sound, but the definition of some results indicators in objectives 1-4 could have been improved. At the PLR stage, the WBG introduced changes to the results framework that were appropriate: one objective was dropped and another added, and some indicators were revised to better capture the
