Executive Summary  \ni. This review of the World Bank Group’s (WBG) Completion and Learning Review (CLR) for Guatemala covers the period of the Country Partnership Framework (CPF), FY17-FY20, and its adjustments at the September 2019 Performance and Learning Review (PLR) stage. The COVID pandemic significantly delayed the preparation of a new CPF for Guatemala, resulting in a significant gap between the end of the FY17-FY20 CPF and the new one expected to be approved in FY23 .  \nii. The CPF objectives – improving nutrition and health, increasing access to finance, expanding infrastructure, and building capacity to manage disasters and the environment—were aligned with the country’s major development challenges identified in the 2015 Systematic Country Diagnostic (SCD) and government strategy, and consistent with corporate goals. The CPF sought to support poverty reduction and shared prosperity by addressing basic health, nutrition, and water and sanitation services (objective 1), and aiming to build capacity to manage disasters and environmental challenges (objective 5 in original CPF) given that a large share of the poor resides in hazard-prone areas, with high population density, precarious housing, and inadequate basic services. The most unfortunate consequence was dropping at PLR stage the objective to improve public resource management and accountability, an important priority for fostering the efficient use of scarce public resources with implications for the efficiency and effectiveness of governments spending across the board, and an area of significance to the Guatemalan society following the corruption scandal in the Tax Administration Superintendence.  \niii. IEG rates the CPF development outcome as Moderately Unsatisfactory. Of the four WBG program objectives at PLR stage, two objectives were rated Mostly Achieved, one was rated Partially Achieved, and one was rated Not Achieved. In Focus Area I (fostering inclusion), progress on growth monitoring and promotion for children was negligible. Under Focus Area II (addressing bottlenecks to growth), IFC contributions were instrumental in helping expand port infrastructure and access to finance. The country made significant progress in building institutional capacity to manage and adapt to climate change.  \niv. IEG rates World Bank Group performance as Fair. The CPF was weak in both its design and implementation.  \nv. On design, the WBG-supported strategy reflected the government strategy to address the main development constraints identified in the SCD. The CPF scope was significantly adjusted at PLR stage due to changing circumstances. However, the PLR was delivered too late (September 2019) to influence the second half of the CPF. This repeats a shortcoming of the previous country strategy which had as a lesson that: “Timely delivery of the PLR improves ability of WBG to effect meaningful changes to the strategy and program.
