Executive Summary  \ni. This review of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the Country Partnership Framework (CPF), originally FY16-FY20, and updated in the Performance and Learning Review (PLR) dated January 7, 2020, which extended the CPF period by one year to FY21 .  \nii. The WBG program adhered closely to the government strategy and priorities, and addressed issues that would be important for the further development of Bangladesh. The program as set out in the CPF and confirmed at the PLR stage had as the primary focus to remove constraints to growth and competitiveness by addressing infrastructure bottlenecks, with activities structured around three focus areas: growth, social inclusion and climate and environmental management. This objective was appropriate although the absence of a macroeconomic objective, particularly with respect to fiscal policy (including revenue mobilization) was a notable omission. The program activities were well aligned with the government priorities, as well as with the development priorities identified in the 2015 Systematic Country Diagnostic (SCD) . The combined outcomes of the WBG activities during the CPF period were expected to contribute to a series of objectives related to the “foundational”and “transformative” priorities of the SCD. The program reflected lessons learned from the previous country program, in particular concerning increased attention to infrastructure investments. Subsequently, the program went through additional adjustments at the PLR stage related to support for addressing the COVID-19 pandemic. The program addressed well the twin goals (poverty reduction and income growth for the lower 40 percent), but the CPE concluded that greater attention to fiscal vulnerabilities, and a more cautious public assessment of fiscal risks, would have been warranted given issues that included the country’s low tax-to-GDP ratio, high and rising Non-Performing Loans (NPLs) in state-owned banks, an underfunded public sector pension system, concerns with the quality of banking sector supervision, and concerns with the quality of GDP data.  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. Of the 13 objectives, three were Achieved, seven Mostly Achieved, and three Partially Achieved. There were no results indicators to capture developments in the important areas of fiscal and financial sector vulnerabilities. In Focus Area I (Growth and Competitiveness) results were uneven. There was modest progress with transport connectivity and delivery of basic services in urban areas, verifiable improvements for power generation and access to clean energy, and also for access to digital financial services. Focus Area II (Social Inclusion) showed positive results for access to education and quality of results and for income opportunities for the poor and vulnerable, and also for increased access to basic services for the displaced Rohingya population and for social protection coverage of the poor.
