Ms. Chang wished to be recorded as objecting.  \nDirectors expressed broad support for the operation and welcomed its three-part aim of accelerating climate action by advancing the low-carbon energy transition, promoting sustainable land use, and building resilience and adaptation to climate change. Directors noted that the Green and Resilient DPO represents the kind of climate-friendly operation that the Bank should increasingly support in order to achieve global climate action as a global public good and supported rolling out green DPOs to other countries. Directors commended Colombia for improving its climate agenda by setting ambitious targets in its Nationally Determined Contribution (NDC) and welcomed that this operation will support the country in these efforts towards a more sustainable development path. Directors supported the strong gender elements in this operation and called for additional assistance to support implementation capacity and strengthened equality in land tenure.  \nDirectors welcomed this DPO for the strong climate co-benefits and improved outcome orientation expected from the operation, and highlighted this DPO as an example of a green tool to support green resilience. They expressed support for the expected positive effects the operation will have on poverty reduction and distributional outcomes by supporting mitigation and adaptation measures that reduce the potential of climate change to increase poverty and exacerbate inequalities. They noted that this is particularly critical given Colombia’s high inequality and the strong commitment of the new government to improve the lives of the poor and most vulnerable. They emphasized that the proposed DPO builds on policy agendas promoted through previous World Bank DPOs and the lessons learned from that experience. They also encouraged strong IFC and MIGA complementarity to help promote and incentivize private investments in climate adaptation and resilience, as well as coordination with development partners.
