elementary and secondary schools, and they“must,in my view, pay more at-tention to the problem,\"Education Secretary Wi1liam Bennett said yesterday. \n\"This one is not difficult,\"Bennett said of reacting to drug abuse。\"One doesnot have to become Hamlet\"and ponder whether to act at all.A school must\"act and make it clear this is not tolerated .….by using its moral authorityin a loud and clear\"voice,he told college grant administrators who work withED's Fund for the Improvement of Postsecondary Education(FIPSE)。 \nIllustrating his view that some colleges \"offend .the spirit of higher edu-cation\"by\"acquiescing\"to drug abuse,Bennett quoted from the handbook pub-lished by students at Reed College in Portland,Ore.,which offers newcomers\"Tips for Trips.\" \nListing the effects and fair prices of several drugs and offering the advice,\"Don't call your parents,\"the handbook states:\"The truth of the matter isthat drug use is common and condoned here, and in all probability you will bein a position to indulge in it at some time during your Reed career.\" \nDiscourages ToleranceNo college funds went into producing the handbook, but it includes a letter of welcome from Reed College President Paul Bragdon. While commending the institution academically,Bennett called on college admin-istrators to withhold implicit stamps of approval of drug abuse。 \nAlthough ED's recent booklet,\"Schools Without Drugs,\"relates mainly to young-er students,Bennett said the eager reaction of elementary and secondary schooladministrators to the book typifies their better response to the problem。\"Schools have …admitted a problem,\"Bennett said.\"There hasn't been thesame response from higher education.\" \nTo help colleges and universities cope,Congress gave them about $15.5 mil-lion--8 percent of ED's allotment--through the 1986 Drug-Free Schools and Com-munities Act,and ED is drafting regulations on_awarding that money,Bennettsaid. The regulations are due out early in'1987,and ED hopes to award grantsin the late summer,Bennett said. \nUnder the act,at least half the higher education set-aside is to be awarded todevelop, implement and improve drug abuse education and prevention programs forcollege and university students.ED has decided FIPSE will administer thosefunds,$7.8 million in all, said Bennett and ED spokesman Tom Lyon. \n(more) \n# COLLEGES EASILY CAN DO MORE ABOUT DRUGS,BENNETT SAYS(Cont.)\n\nED wil1 award the remaining $7.7 million for demonstration projects in elemen-tary and secondary schools and for training programs for elementary and secon-dary school staff, parents and other community members. \nBennett related the problem of drugs on campus to a feeling many students andprofessors reported in Ernest Boyer's recent report,\"College:The Undergradu-ate Experience in America\"(HED,Nov.3)。According to Boyer, faculty andstudents at too many institutions do not feel they have\"serious businesstogether,\"Bennett said. \n\"Students want more guidance than they are getting,\"Bennett said, attributingthe idea to Boyer's observations as well as his own.\"It may bring us back notto in loco parentis but to something like in loco parentis,\"an atmosphere inwhich the college has a parental role,he said. \nWhile it may seem harder to control drugs on a residential college campus thanin a high school,Bennett said colleges actually have the advantage.Studentspresumably are more capable of mature decisions, and as a 24-hour institution,a college more easily can project and reinforce a tone that does not condonedrug use,he said. That may drive college drug trade and drug abuse under-ground and dampen demand,Bennett said.--Maggie Hume \nED ANNOUNCES $4.6 MILLION IN FIPSE GRANTS \nThe Education
