Five core areas of public debt management are covered by the DeMPA tool: governance and strategy development; coordination with fiscal and budgetary policies; borrowing planning, borrowings, and other financing activities; cash flow forecasting and cash balance management; operational risk management and debt records. Upon completion of the task, the following issues will be addressed: -clarification of the application of the specific indicators which require further clarity and leave significant room for interpretation; revision of all the DPIs and incorporation of recommendations accumulated through the previous DeMPA evaluations  \nThe DeMPA methodology has received numerous comments, initially from users, WB staff and later from the external reviewers. Most comments were incorporated in the version approved.  \nThe DeMPA Methodology is very unique because it is at the same time wide and deep. It covers many topics ranging from the legislation to policy coordination and operational setting. It is very detailed as well, with hundreds of requirements that need to be well understood and described by assessment teams.  \n􀀃 The main goals were to  \n1. To reflect lessons learned since 2015-which was the year of the last review.  \n2. To Facilitate the use of the methodology and improve monitoring of DeMPA ratings for crosscountry comparison  \n3. Special attention was given to debt reporting standards and identification of debt-related fiscal risks between the CG and other PS entities  \n􀀃 There were changes in the content:  \n1. Extension of the legal framework beyond the CG but now focused on the ENABLING conditions for the CG to be informed about borrowing activities from other public entities  \n2. Coordination with fiscal policy to capture to which degree there is information sharing between SOEs / SNG / Off-budget entities with the CG  \n3. These areas benefited significantly from the peer reviewers.  \n􀀃 Another important change throughout the Methodology was a shift to focus on debt management processes, which have yielded meaningful rearrangements in:  \n1. DM Strategy, with the appearance of the ABP as an individual indicator  \n2. Operations: Domestic and External debt issuances  \n3. Debt Recording and Payments  \n1. Infrastructure behind it  \n2.
