secretary-general,Fouzi Singon,said the absence ofa standard operating procedurehad resulted in many complaintsgoing unattended,as the boxeswere often left untouched forlong periods.  \nThey were left unopened solong that the locks became rustyand keys went missing,he said.  \n\"This happens because thereare no guidelines on when theboxes should be opened,who isresponsible for monitoring themor how the complaints should beprocessed.As a result,complaintsare not taken seriously.”  \nHe was responding to claims byParliamentary Special SelectCommittee on Women,Childrenand Community Developmentchairman Yeo Bee Yin.  \nOn Friday,she said the boxes,including those intended for stu-dents to report bullying,were not  \nfunctioning effectively.  \nTo claims that complaint boxescompromised confidentiality be-cause of placement inopen areas,such as canteens,Fouzi rejectedthe allegation.  \nThe boxes were placed in openareas that offered little privacy,she added.  \nShe also said a lack of confi-dentiality on the part of teachershad discouraged victims fromcoming forward.  \n“They should be placed wherestudents frequently gather,suchas the canteen or staff room area.  \nStudents may use  \nFouzi proposed that  \nschools adopt rules re-  \npseudonyms.  \nquiring the boxes tobe  \n\"The issue is not the  \nchecked at least once  \nlocation,but ensur-  \nevery ex-posed,even though their iden-tities were never disclosed.\"  \nDrawing from his experience asa former senior assistant for stu-dent affairs,Fouzi said mostcomplaints received were aboutunappetising
