The CLT is afast-growing alternative to the SAT and ACT that was created in 2015 by a former teacher andSAT test prep company owner. When the other tests were rewritten in 2014 to align withCommon Core, many of the schools our founder worked with were unhappy with the changes.But no alternative existed. So, he decided to make one himself.  \nHe admits that while most people saw the need, the responses he received were overwhelminglynegative. Most thought he’dbe crazy to compete with the College Board, maker of the SAT, andthe ACT with their billionsin cash. After all, the SAT and ACT have enjoyed a duopoly sinceDwight Eisenhower was president. But he created the CLT anyway with fewer than 100 studentsin the first testing cohort and only 2 colleges willing to accept the scores.  \nSimilar to the other college entrance exams, the CLT is a valid and reliable assessment of criticalreading, writing, and mathematics skills used for college admissions. The CLT is neverthelessunique because itis rooted in a classic approach to education that prioritizes deep literacy,high-level grammar and writing skills, and mathematical achievement and ability independent oftechnology. The CLT’s reading passages are sourced primarily from classic texts of philosophy,science, and literature — from Plato to Fredrick Douglass, from Isacc Newton to Albert Einstein.And the CLT Quantitative Reasoning section has a focus on complex arithmetic, algebra,geometry, trigonometry, and logic, with no calculators allowed.  \nThe 10 years since the CLT was launched have proven that there is a strong desire for choiceamong college admissions exams. We now partner with more than 330 colleges and universitiesacross the country. These include the entire public university systems of North Carolina, Florida,and Arkansas, the University of Oklahoma, the University ofNew Mexico, the U.S. Serviceacademies, and more. In 2025, an average of 3 new colleges per month began accepting the CLT.And the number of students who choose to make use of a CLT exam has grown from 25,000 justfour years ago to nearly 200,000 in 2025.  \nFebruary 11th, 2026  \nA key reason for this growthis because policymakers in several states have recognized that theSAT or ACT had been written into their state laws, providing a government-protected barrier tocompetition.  \nFlorida was the first to enact assessment choice legislation in 2023. Just last spring, policymakersin Arkansas, Oklahoma, Wyoming, Texas and Louisiana also similar reforms.  \nWe at CLT do not support HB 2482 because we expect Kansas highschools to switch en massefrom the ACT to the CLT. In fact, this bill could beenacted and not a single Kansas studentcould come our way.
