CLA NewsAnd Highlights\n\nFROM THE PRESIDENT \nOn July 21,im- \na feeling of increasing cooperationwith the Connecticut State Library, and has been included in a growingnumber of State Library activities,in-cluding budget formulation. \nmediately follow- \ning the CLA Exe- \ncutive Board \nChangeover Meet- \nCLA played a major role in the for-mulation of three CSL programs thatmost directly affect our members intheir daily work:Connecticard,Con-necticar,and Library Line. There isalways a feeling that more moneywould improve programs, and thesethree are no exceptions, but our or-ganization feels that the administra-tion of the programs by the StateLibrary has been fine in spite oflimited funding, and that even the ser-vice most severely altered by budgetcuts,Library Line, has been preservedas to its original purpose in its dimin-ished form. \ning,I had the op- \nportunity to \nspeak for our As- \nsociation at a \nhearing conduct- \nMary Dymek \ned by the Legis- \nlative Program Review and InvestigationsCommittee as a part of their scheduled“sunset review”of the Connecticut StateLibrary and State Library Board.Sincemy term of office was then only hoursold, and had not yet included attendanceat a State Library Board meeting,I con-sulted with several of CLA's past presi-dents and the members of the ExecutiveBoard in drafting my remarks, quotedbelow: \nThe services of the Division of Li-brary Development, the State LibraryFilm Service, the Inter-library Loan \nThe Connecticut Library Associationhas,in the past several years, enjoyed \nLeslie Burger passes the gavel to new CLA President,Mary Dymek while VP/President ElectMichael Simonds looks on at July's Annual Changeover Meeting.Photo:Barbara Harris \nCenter,and the CLSUs have a positiveimpact on our work in the libraryfield. We wholeheartedly support thenotion of moving the Division ofLibrary Development from federal tostate funding -despite the politicalunpopularity of such a move-since itis through the efforts of the membersof this division that public librariansare moved ahead in the skills necessaryto improve the services we offer Con-necticut's citizens. \nWe feel that the State Library Boardcould take a more active role in settingbroad policies for library service state-wide.For example,as technology in-creases the theoretical possibilities ofresource sharing, the State LibraryBoard would be important in develop-ing the best mechanisms for that shar-ing \nAdditionally,we are concernedabout the constitution of the State Li-brary Board, and feel that it could beimproved if the following changeswere made:1)speedier appointmentof new members when vacancies exist, \n2)addition of a representative of theGoverning Board for Higher Education, \n3)appointment of more pro-activelibrary users(for instance, librarytrustees and members of Friends ofthe Library groups)and librariansfrom different areas of library service.By this,we do not suggest that thosepresently on the Board ex officio beexcluded, but rather, that the Boardbe increased or have its appointedmembership further defined to allow amore balanced representation of thelibrary community and thus betterserve its varied needs.■ \n★★ NOTICE★★ \nCLA's JOBLINE \n727-9675 \nPLEASE NOTEEDITORIAL AND ADVERTISINGCHANGE OF ADDRESSIN MASTHEAD
