4 issues and the cost ofpublishingMEMO was another$1,500bringing the total for associationpublications to S16,500.Increasingcosts for publishing were accompani-ed by increased criticism from mem-bership concerning the quarterly andtimeliness of the articles contained inthe magazine.At the same timemany members were appreciative ofthe timely news which appeared inMEMO.In June,1982 the ExecutiveBoard received a recommendationfrom the CL editor to suspend publi-cation of Connecticut Libraries.After extensive discussion,the Exe-cutive Board decided to combine thebest features of Connecticut Librariesand MEMO into one publication,touse a different format and to reducecosts.This year it will cost us ap-proximately $8,000 to publish elevenissues of Connecticut Libraries.  \nRecently members  \nof the CLA Execu-  \ntive Board heard  \nKathleen Mussen,a  \nCLA member from  \nColchester,express  \nher concern about  \nseveral actions re-  \nPhoto:Dorothy Many-CSL  \ncently taken by the  \nLeslie Burger  \nBoard to reduce As-  \nsociation costs.After listening to several ofthe points raised by Ms.Mussen it becameapparent to me that the reasoning whichhad led to some of the Executive Board'sdecisions had not been adequately com-municated to the membership at large.  \nThe Association's Dilemma:Like manyother state,regional,and national libraryassociations CLA has seen a decline inpersonal memberships over the past fewyears.In 1979,we had 860 personalmembers while in 1982,we had only 630personal members among our ranks.CLArelies mainly upon personal and institu-tional memberships to bring revenue tothe Association.It is obvious that a lossof 200 members results in a severe reduc-tion in revenue and that the Associationmust then make some decisions abouthow these reduced revenues should beallocated.Allocation of scarce resourceswas the dilemma that the President andExecutive Board faced when trying toconstruct the CLA budget for 1982-83.  \n2.Reduction in Lobbying Fees:TheCLA xecutive Board made a verydifficult decision in September,1982,when they adopted a budget whichreduced fees for the Association'slobbyist.There is a great deal of sup-port for the lobbyist among execu-tive board members and the member-ship at large;however,it became ap-parent in looking at the proposed1982-83 budget that there would bea deficit situation if costs for this andother programs weie not reduced.  \n## Cost Saving Measures\n\n1.The new Connecticut Libraries:Thecost to publish the quarterly Connec-ticut Libraries had steadily increasedover the past three years to the pointwhere it would have taken one-third  \nAfter consulting with the lobbyist itappeared that with the $1,500 feereduction we could still expect to re-ceive the excellent services we had re-ceived in the past with just a fewmore restrictions placed on his time.  \nThe two cost savings measures describedabove may still force us to transfer up to  \n$1,700 in principal from our investmentsto cover on-going association costs unlesswe are able to recruit new members andas a result increase our revenues.  \nWhile at the Executive Board meetingMs.Mussen took issue with several otherboard actions and asked for further clari-fication.  \nLimiting Section Membership:The duesrenewal envelopes which were mailed inJuly,1982 asked members to limit theirsection preferences to two.This was doneupon the recommendation of CLA's sec-tion heads who felt that they were notgetting a true picture of people interestedin actively participating in their sectionsif members could choose to belong to allten sections.The limiting of section mem-bership was designed to be a mechanismto attract members who would make acommitment to a particular section.Thispractice will be
