12,1985 \n# CIVIL RIGHTS COMMISSION VOTES TO CONDEMN COMPARABLE WORTH\n\nCongress and federal civil rights enforcement agencies should reject the con-cept of comparable worth, and instead rigorously enforce the Equal Pay Act,theU.S.Commission on Civil Rights voted yesterday. \nSex-based wage discrimination does exist in society,a majority of the commis-sion agreed, but factors other than sex also contribute to the wage gap betweenmen and women. That being the case,it would be\"wrong to try to eradicate it[the wage gap]in the name of antidiscrimination,\"the draft report on compar-able worth says. \nThe comparable worth doctrine holds that employers should pay comparable wagesfor jobs requiring comparable skill, effort and responsibility.Proponents ofcomparable worth maintain that the wage gap between the sexes is caused inlarge part by historic patterns of wage discrimination against women, andshould be corrected by paying individuals in accordance with job evaluations. \nDon't Blame Employers But according to five of the eight commission mem-bers,a \"significant part\"of the wage gap can be explained by a \"variety ofthings having nothing to do with discrimination by employers.\" \nThese factors include the“educational choices of women who anticipate perform-ing child-bearing and child-rearing functions in the family and who wish toprepare for participation in the labor force in a manner which accommodates theperformance of those functions,\"and“job expectations resulting from the so-cialization beginning in the home,\"the report says. \n\"If discrimination in education has affected the job choices of women, theremedy does not lie in penalizing employers who hire, promote, and pay on anondiscriminatory basis,\"the draft says.\"Rather,the remedy lies in elimi-nating the discrimination in education.\" \nRemedies Already Exist\"There are currently existing ways to remedy [wagebias],and the implementation of the unsound and misplaced concept of compar-able worth would be a serious error,\"the majority draft report says. \nCongress should \"not adopt legislation that would establish comparable worthdoctrine in the setting of wages in the federal or private sector.\"Instead,the Equal Pay Act and Title VII of the 1964 Civil Rights Act should be strictlyenforced. The Equal Pay Act prohibits bias in compensation based on sex forequal jobs and Title VII bars employment bias on the basis of sex and race. \nCommissioners Mary Frances Berry and Blandina Cardenas Ramirez, however, dissented from the majority draft report, instead issuing their own.Commis-sioner Francis Guess abstained from both draft reports.(more) \n# CIVIL RIGHTS COMMISSION VOTES TO CONDEMN COMPARABLE WORTH(Cont.)\n\n\"We do not believe the Commission has conducted sufficient fact-finding to drawany conclusions about pay equity or comparable worth,\"the dissenting statementreads. \n\"Some opponents of pay equity or comparable worth agree that women have beenhistorically 'ghettoized'in jobs but insist that in time the pay gap willclose because more and more women are entering less traditional, higher payingfields,\"the joint statement says. \nNot An Answer\"This suggestion does not provide a conclusive answer forpersons who are already working in lower paying jobs. They may have chosen thejob depending on what was open to them, but they did not choose to earn lowerpay.\" \nThe comparable worth debate is not a new one for colleges and universities.Clerical workers at Yale University, for instance, went on strike last year, saying they were victims of sex-based wage discrimination because the vastmajority of the clericals are female. \nIn that case, the average clerical worker was paid slightly more than $13,000annually,while university truck drivers, most of whom are male, earned si8,000annually(HED。Jan 24)。Job evaluations.however.showed that the clericalpositions required higher levels of skill and responsibility.--Greg McCaffery \n# ED TO AWARD REHABILITATION TRAINING GRANTS\n\nColleges,universities a","cbCaicTZ0ZBwGvh6","https://ap.wps.com/l/cbCaicTZ0ZBwGvh6","pdf",1202904,"English","# CIVIL
