University from 1940 to 1958.The purpose of theChancellor Dunning Trust, founded in 1948,is\"to pro-mote understanding and appreciation of the supremeimportance of the dignity, freedom and responsibility of theindividual person in human society.\"It is a condition of theTrust that the Trustees of the University shall every threeyears determine the means by which the purposes of theTrust shall be pursued. So far,the method selected has beenan annual series of lectures given at the University duringthe academic session.Normally, three formal lectures, supplemented by a considerable number of informal talksand discussions with students and staff, make up theprogramme. \nEarly in 1963 Dr.John C.Bennett,Dean of UnionTheological Seminary,New York, gave the most recentseries of lectures:“Christian Ethics and Political Decisions,”\"The Conflict of Ideologies in the Cold War,\"and\"Christian Ethics and the Nuclear Dilemma.\" \nThe subject is of the first importance:it is the nature ofpower in the modern world and how it should be used.We live in a world in which power, and especially the powerof states, permeates everything, and threatens to make ourplanet an ash heap. The use to be made of this devastatingpower rests on political decisions, for which,in a democracy, all citizens must share responsibility. For Christians, \n# Foreword\n\naffirming the sacredness of human life, whether of enemyor friend, decisions to use nuclear weapons present a moraldilemma of almost paralyzing difficulty. We in the westerndemocracies, having taken up nuclear arms to deteraggression, know that deterrence depends on being clear—and making clear—that we are not running a bluff.Weknow too that to use these weapons in a general war woulddestroy everything the strategy of deterrence is designed toprotect. This is the awesome dilemma to which Dr.Bennettaddresses himself as he deals with the issues of power inthese lectures. \nFor many years,Dr.Bennett has reflected with urgentChristian concern on social and political problems.HisKingston listeners were moved and instructed as he tookthem through the stark issues of the hour with unflinchingcandour.Queen's University is glad to share with othersthe studied thought of a generous mind. \nJ.A.CoRRY,Principal. \nQueen's University at Kingston,May 9,1963 \n# PREFACE\n\nThis book contains the 1963 series of Chancellor DunningTrust Lectures at Queen's University as delivered exceptfor minor additions and editorial changes. It deals withsome of the questions often raised about the politicalresponsibility of Christians and about the Christian ingre-dient in complex political decisions. The second and thirdchapters illustrate the process of thinking about politicalissues in Christian terms by discussing two of the mostbaffling and most fateful problems of our time. \nI am most grateful to Queen's University for the invita-tion to give these lectures. The faculty and students ofQueen's have a remarkable way of receiving a visitor intoits many-sided life.I shall never forget their kindness andthe stimulus of the more than thirty engagements whichthey arranged for me during my two-week visit.I wantespecially to thank Principal and Mrs.Corry,Professor andMrs.Donald Mathers and Professor and Mrs.A.J.Colemanfor many acts of hospitality.Professor Mathers representingthe field of Theology and
