the Chilean experi-ence will remain one of the most sig-nificant chapters in Latin American his-tory—not alone for the Chilean people, but equally so for the other peoples ofthe hemisphere. \nThere is no doubt that the major tra-gedy of the Chilean experience,as wehave stated before, lies in the breakingdown of its democratic traditions,espe-cially in a hemisphere where the ene-mies of democracy are everywhere ram-pant.In Chile, forces both malevolentand frivolous were pushing the countryto a destruction they could no longercontrol.By August the entire structureof the government and society had been8o shattered that there remained onlythe outlet of desperation. \nIt shall be the purpose of this andlater articles to try and trace the stepsby which this national drama of doomdeveloped. \n* * \nA few days ago I returned from Chi-le—a trip made in accordance withthe aims expressed in the last issue ofHemispherica:namely,to see the situa-tion and to peer through the massivepropaganda which was being cireulatedworldwide,in great part by the advo-cates of the Allende government. \nI might state,as a point of informa-tion,that I went to Chile in the sameway as I have gone in every previousjourney.Since no visas are requiredwith a U.S.passport for entry intoChile,I asked no government's permis-sion,and paid my own way.I was notdiscouraged from going by the publishedstories of danger,as several organiza-tion representatives apparently were;Iknow the character of the Chilean peo-ple and felt I had no reason to beafraid. \nAs reported consistently in Hemis-pheriea,the writer has periodically vi-sited that and other countries of thehemisphere. After my last previous tripto Chile, before the March parliament-ary election,I had already describedthe fast moving spiral of that country一politically, economically, and social-ly—to a tragedy that seemed inevita-ble,unleas the coming elections couldbe decisive enough to provide a brakein the crescendo of disaster.A two-thirdvictory for the opposition would have \nHEMISPHERICA \n# CHILE'S TRAGIC LESSON FOR AMERICA\n\nBy FRANCES R.GRANT \nmilitary leaders,to effect a politiealrescue.Allende resisted every bythe Allende forces, might have ralliedthe country to a united effort towardsthe country's rescue. \nHaving given the preliminaries to myjourney,I must state, however, that thisreport is a difficult one to undertake.Chief reason for this is the fact thatthis article, and the subsequent articleson Chile which will follow, are writtenwhile the historical episode is still inthe process. The final chapter has notbeen written. It can only be writtenwhen the present military governmentwill have turned the country back to the \nA member of the present MilitaryJunta assured me that the
