Paragraphs (d) and (f) of subsection (2) of section 11.45, Florida Statutes, are amended to read:  \n11.45 Definitions; duties; authorities; reports; rules.—(2) DUTIES .—The Auditor General shall:  \n(d) Annually conduct financial audits of the accounts and records of all district school boards in counties with populations of less ~~fewer~~ than 150,000, according to the mostrecent federal decennial statewide census; and the Florida  \n13  \n14  \n15  \n16  \n17  \n18  \n19  \n20  \n21  \n22  \n23  \n24  \n25  \n26  \n27  \n28  \n29  \n30  \n31  \n32  \n33  \n34  \n35  \n36  \n37  \nSchool for the Deaf and the Blind~~ ; and the Florida School for Competitive Academics~~ .  \n(f) At least every 3 years, conduct operational audits of the accounts and records of state agencies, state universities, state colleges, district school boards, the Florida Clerks of Court Operations Corporation, water management districts, and the Florida School for the Deaf and the Blind~~, and the Florida School for Competitive Academics~~ .  \nThe Auditor General shall perform his or her duties independently but under the general policies established by the Legislative Auditing Committee . This subsection does not limit the Auditor General's discretionary authority to conduct other audits or engagements of governmental entities as authorized in subsection (3) .  \nSection 2. Subsection (3) of section 110.211, Florida Statutes, is amended to read:  \n110.211 Recruitment.—  \n(3) Recruiting shall seek efficiency in advertising and may be assisted by a contracted vendor responsible for maintenance of the personnel data. Recruiting may include the use of an apprenticeship program as defined in s. 446 .021(6) . Paragraph (b) of subsection (1) of section 125 .901, Florida Statutes, is amended to read:  \n125.901 Children's services; independent special district; council; powers, duties, and functions; public records exemption.—  \n(1) Each county may by ordinance create an independent special district, as defined in ss. 189.012 and 200 .001(8)(e), to provide funding for children's services throughout the county in accordance with this section. The boundaries of such districtshall be coterminous with the boundaries of the county. The county governing body shall obtain approval at a general election, as defined in s. 97 .021, by a majority vote of those electors voting on the question, to annually levy ad valorem taxes which shall not exceed the maximum millage rate authorized by this section. Any district created pursuant to the provisions of this subsection shall be required to levy and fix millage subject to the provisions of s. 200.065. Once such millage is approved by the electorate, the district shall not be required to seek approval of the electorate in future years to levy the previously approved millage.
