Financing and Implementation Arrangements  \nA. Financial Envelope and Knowledge  \n1. The CPF will forge strong implementation partnerships for transformative investments to advance job creation in Chad. By leveraging the WBG initiatives such as Mission 300 (M300), Universal Health Care (UHC), African Initiative for Medical Access, and Manufacturing (AIM2030) and AgriConnect, the CPF will be implemented in close cooperation with other donors, supporting the government’s efforts to mobilize private investment in alignment with the National Development Plan (NDP) . IDA resources will serve as a catalyst to attract co- and parallel financing from other donors, particularly through sectoral programs. Expanded engagement from IFC and MIGA will further strengthen the CPF’s impact by mobilizing private sector investment.  \n2. This CPF period (FY26-FY31) falls under IDA21 and IDA22 cycles. The IDA indicative regular Performance Based Allocation (PBA) for IDA21 will be SDR 297.4 million (US$408 .1 million) .1 Chad is also preparing eligibility to the Prevention and Resilience Allocation (PRA) under IDA21, which would potentially provide additional resources for stepped up support to conflict prevention and mitigation. Additional resources will be sought from the Window for Host Communities and Refugees (WHR), the Global and Regional Opportunities Window (GROW), Crisis Response Window (CRW), and trust funds. Since IDA19, the size of the World Bank portfolio (national and regional operations) in Chad has increased significantly in net commitments, reaching US$2.6 billion as of February 2026. The current portfolio includes  \n11 national and 10 regional projects. The active World Bank portfolio is diverse, with the largest investments in energy (18 percent), followed by transport (17 percent), health (15 percent), agriculture (14 percent), urban and resilience (13 percent), and education (7 percent) .  \n3. IFC’s current portfolio exposure stands at US$157.4 million across six projects in key sectors, including (i) telecommunications; (ii) renewable energy; (iii) low-carbon cement production; and (iv) financial inclusion. In addition, IFC has three ongoing advisory engagements in access to finance, renewable energy, and investment promotion. While most projects are concentrated in N’Djamena, the expansion of energy and telecommunications, along with efforts to improve access to finance, has a nationwide impact.  \n4. MIGA guarantee portfolio stands at about US$0.5 million. MIGA’s political risk guarantees can complement WBG support by de-risking projects and mobilizing cross-border investments in Chad, including those from regional players who may have a higher tolerance for fragility and conflict risks. MIGA plans to leverage IDA’s Private Sector Window (PSW) to support cross-border investments in critical segments of the economy, such as energy and agriculture, and will seek to harness the WBG Guarantee Platform for private sector development.  \nThe annex “WBG Portfolio Snapshot” details the status of projects under implementation.  \n5. Country knowledge has been instrumental in selecting CPF outcomes, allowing for high strategic value and prioritization of WBG’s investment choices in Chad. The Systematic Country Diagnostic (SCD, 2022), Country Economic Memorandum (CEM, 2023), Sahel Country Climate and Development Report (CCDR, 2022), and the Country Private Sector Diagnostic (CPSD, 2023) provided critical country analytics and strategic insights. These reports helped identify key constraints and opportunities, guided policy formulation, informed areas of engagement with the highest development impact, and shaped the design of investment projects.
