As such, Directors appreciated the CEN’s strong analytical basis and its peoplecentered approach to remaining engaged in Chad over the next two years, with a focus on addressing drivers of fragility. While stressing the need for selectivity, they fully supported the CEN’s focus on (i) enhancing citizen-state relations; (ii) improving accountability and transparency; (iii) increasing inclusive access to basic services and infrastructure; and (iv) promoting natural resource management and sustainable agriculture. They also acknowledged the CEN’s focus on building resilience and its spatial approach that targets underserved regions.  \nDirectors drew attention to Chad’s debt sustainability challenges and emphasized the need for ongoing attention to fiscal and structural reforms, including strengthening domestic resource mobilization on a sustained basis to finance a development strategy that will reduce poverty and fragility. They welcomed the milestones that have been achieved in line with the IDA19 Prevention and Resilience Allocation (PRA) and called upon continued collaboration with the IMF and other partners to respond to the changing context.  \nDirectors emphasized the importance of addressing issues of governance, service delivery, and citizen inclusion by strengthening accountability and institutions, delivering services to its most vulnerable populations, and ensuring that public spending and resource mobilization are fair and transparent. They highlighted the need to support efforts that address grievances as a source of fragility, conflict, and violence and boost resilience. Noting the importance of addressing gender gaps, they welcomed the Bank’s strong focus on gender issues and efforts to mainstream it in country programming.  \nDirectors expected the Bank’s pipeline to contribute to promoting economic diversification and unlocking constraints to public and private sector development and emphasized the role of IFCand MIGA in deepening progress in these areas.
