They also encouraged agriculture support, improved investment quality and gender equity, stronger outcome orientation, SDG linkages, private sector job creation, and close coordination with the IMF and development partners for successful implementation.","Public Disclosure Authorized Public Disclosure Authorized  \nCentral African Republic  \nCountry Partnership Framework  \nSeptember 1, 2020  \nChair Summary*  \nExecutive Directors discussed the joint IDA/IFC/MIGA Country Partnership Framework (CPF) for the Central African Republic (CAR) for the period FY21-FY25 .  \nDirectors welcomed the CPF’s strategic focus on Human Capital and Connectivity to Boost Stabilization, Inclusion and Resilience; and Economic Management and Improved Governance to Build State Legitimacy and Foster Growth; as well as the emphasis on empowering women and girls, and digital development.  \nDirectors noted that Central African Republic remains poor and fragile, and commended the CPF’s alignment with the FCV Strategy, notably the emphasis on addressing fragility based on a robust assessment of the causes. They acknowledged the pivotal role of the WBG in supporting CAR to sustain the stabilization process. They expressed support for CAR’s access to exceptional resources from the IDA19 Turn-Around Allocation and encouraged Management to draw on the early lessons to help other countries seeking eligibility.  \nDirectors acknowledged that the CPF is well-aligned with the COVID-19 Approach Paper, with a calibrated program of lending and analytical work that goes beyond the initial focus on saving lives and protecting the poor and vulnerable, to supporting a resilient recovery for CAR.  \nDirectors called for close attention to sustainable approaches to increased energy generation and welcomed plans to support more equitable and transparent exploitation of the country’s mineral and forest resources. They encouraged support for developing the country’s agriculture sector, particularly given the potential to create jobs. They also noted the importance of addressing gender gaps, strengthening investment quality and governance, adopting the outcome orientation of the program, and establishing more explicit links with the Sustainable Development Goals.  \nDirectors supported the One WBG country engagement approach, notably the dual-role status of the Bank Country Manager representing IFC in Bangui. They urged Management to continue to support private sector development and job creation in the country, and welcomed the close coordination between IDA, IFC, and MIGA.  \nFinally, Directors emphasized the importance of supporting the country with the implementation of its reforms, program as well as investment supported by IDA.
