lives of women inthe child-bearing and child-rearing period oftheir lives.Nor can we be prodigal of the livesof their newborn babies,or of their older chil-dren.War has made us see how greatly thevirility and tone of our democracy depend onthe skill with which we rear children to bestrong of body, sturdy of spirit, and understand-ing of heart. \nGiving birth to a child is a painful, hazardous, and expensive procedure.Contrary to wide-spread belief, childbearing has many of thecharacteristics of an illness.Years ago Dr.DeLee pointed out that pregnancy brings organicand psychic symptoms identical with those ofillness. It also brings disability in various de-grees.Like sickness,it often results in perma-nent bodily damage or impairment of function, and sometimes in death. To these three pointsof similarity I would add another—that of thecost in dollars and cents. \nSurely the first step toward this broad goal isthe provision of universally good maternity care.European nations have long since taken stepsto protect maternity.Countries like Swedenand Scotland have made efforts to providefor every inother and are constantly workingto improve the quality of care.No comparableplan for care exists in any one of our States, but Congress in March 1943 made a significantmove toward greater national recognition ofpublic
