The executive summary presents the preliminary environmental and social impact assessment focused on two alternative transmission line routes, using desk studies and field inspections to characterize socio-economic, environmental, and cultural heritage impacts. Key findings include route-specific challenges, community concerns about displacement, land pressure, protected areas, and public health risks, informing next-step detailed ESIA/ESMP planning.","Public Disclosure Authorized Public Disclosure Authorized \nREPUBLIQUE DU CAMEROUN Paix – Travail – Patrie \nREPUBLIC OF CAMEROON Peace – Work – Fatherland \nCameroon-Chad Power Interconnection Project \nPreliminary Environmental and Social Impact Study \nExecutive Summary \nApril 2020 \nEXECUTIVE SUMMARY \nThe World bank through its BIRD window, has under take to support the Government of Cameroon, through the financing of set of works whose aim is, among other things, the evacuation of the energy produced by the dam of Nachtigal, Memveele as the strengthening of the interconnected South and North networks. \nThe interconnection between RIS and RIN is essential to allow the evacuation of the large quantity of electricity produced in the South of country, and in particular hydroelectricity, towards the North and across the borders supplying Tchad and potentially Nigeria. In fact, the RIS interconnection is an essential component of the cross-border interconnection project via the electrical networks of Cameroon and Tchad funded by the World bank and the Government of Cameroon, this will allow Tchad to benefit from more affordable electricity Sustainable provided by Cameroon. \nIn this context, the RIS-RIN interconnection involves : \n- construction / reinforcement of high voltage (HV) line connecting RIS and RIN, of length greater than 1331Km. \n- the construction and / or reinforcement of substations along the corridor, from the South, where power plan are concentrated. \nThe objective of this study is to develop a basic document for the detailed environmental and social impact assessment (ESIA) of the south interconnected Network (RIS)-Interconnected North (RIN) project, which should reduce poverty in the cities of Cameroon as well as within the communities and rural communities which are strongly affected. \nThe PESIA has focused on two line routes proposed by the master plan as main alternatives: (i) Nachtigal-BafoussamFoumban-Banyo-Tibati-Ngaoundéré and (ii) Nachtigal-Yoko-Tibati-Hourou Oussoua/Ngaoundere.The PESIA proposes the socio-economic, environmental and cultural heritage characterization and appraisal of these alternatives through a combination of desk studies and field inspections. In summary Nachtigal-Bafoussam-Foumban-Banyo-TibatiNgaoundéré route potentially faces many challenges in terms of socioeconomic impacts (crosses the territory of 14 municipalities that includes approx. 330 545 people living in settlements affected by the corridor; there are around 200 settlements with the corridor, 01 primary school within the corridor, the population density gradually drops from 71 to 80 inhabitants/km2 , etc.) and it passes through a protected area. Nachtigal-Yoko-Tibati-Hourou Oussoua/Ngaoundere faces potentially fewer challenges in terms of socio-economic impacts (crosses the territory of 05 municipalities that includes approx. 137 574 people living in settlements affected by the corridor; there are around 18 settlements within the corridor, the population density gradually 11,72 to 20 inhabitants/km2, etc.) and environmental impacts (it passes through two community forests; it passes at less than 2 km away from the Mbam et Djerem National Park; it runs near the boundaries of one forest reserve. As a result of the outcomes of the preliminary alternatives assessment, SONATREL decided to select the eventually refined Nachtigal-Yoko-Tibati-Hourou Oussoua/Ngaoundere as routing for the further planning process. This assessment did not include technical aspects as design technical will be available later and substation sites. Four (04) substation premises will be fenced area of approx. 5.175 hectares, which includes the safety buffer; the facility installations itself will cover a footprint of about 20,700 hectares. Once the detailed design of the RIS-RIN Interconnection is completed, the PESIA will feed into a full ESIA/ESMP that will be prepared by an independent third-party consultant. \nInterviews and meetings allow ","cbCaiqh7UiSDaXmE","https://ap.wps.com/l/cbCaiqh7UiSDaXmE","pdf",451237,4,1,6,"English","en",105,"# Executive Summary\n## Study purpose and project context\n## Proposed line routes and assessment approach\n## Preliminary route findings and selected corridor\n## Stakeholder interviews and key concerns","[{\"question\":\"What is the purpose of the RIS–RIN interconnection project?\",\"answer\":\"It enables evacuation of the large electricity output from southern Cameroon networks toward the north, including cross-border supply to Chad and potentially Nigeria.\"},{\"question\":\"Which two main route alternatives were assessed in the preliminary ESIA?\",\"answer\":\"The assessment focused on (i) Nachtigal–Bafoussam–Foumban–Banyo–Tibati–Ngaoundéré and (ii) Nachtigal–Yoko–Tibati–Hourou Oussoua/Ngaoundéré.\"},{\"question\":\"Why was the Nachtigal–Yoko–Tibati–Hourou Oussoua/Ngaoundéré route selected?\",\"answer\":\"Because preliminary outcomes indicated potentially fewer socio-economic and environmental challenges compared with the alternative route, based on the assessed characterization results.\"}]","Cameroon-Chad Power Interconnection Project -
