The objective of the Cambodia Country Partnership Framework (CPF) for FY25-FY29 is to support the Royal Government of Cambodia (RGC) in its development priorities reflected in the RGC’s Pentagonal Strategy Phase I by focusing on three interlinked High-Level Outcomes (HLOs): (i) strengthened human capital ; (ii) better jobs; and (iii) greater resilience. These priorities draw on the analysis of Cambodia’s overall development challenges as outlined in the 2023 Update to the Systematic Country Diagnostic (SCD) and other core analytical work including the 2023 Country Climate and Development Report (CCDR) .  \n2.
