\nAttention,President Bush—It'sTime To Stand By Your Man \nBad news, folks.A major glitch in the BushAdministration's war on drugs has come to light, and local law enforcement is the football now inplay. \nThe team we're cheering onward—coachedby Drug Czar Bill Bennett-is fighting to keepover$700 million in anti-drug grants for state andlocal agencies next year. \nOn the opposite end of the field, the otherteam—coached by Office of Management andBudget(OMB)Director Richard G.Darman—istrying to grab that money for Federal agencies. \nMediating the dispute will be President Bush, who will have to listen to a bunch of Cabinet sec-retaries plead for the money. \nHey,yall,now's the time to blitz Bush withbushels of telegrams,FAX messages, phone calls, and letters. And poke at your representatives onCapitol Hill, too. If you don't yell good and loud,Attorney General Dick Thornburgh and otherassorted Cabinet secretaries are going to walk offwith the loot. \nBennett is arguing that the$700 million—anincrease of more than 50 percent over the currentallotment for state and local funding—should begiven to the grassroots troops to combat drug-related violence in the cities. His operations of the Defense Department. It also contains an amendment that alters Sec-tion 6077 of Public Law 100-69 significantly. \n(See SECTION 6077,page three) \nCRIME CONTROL DIGEST \npreparing an updated anti-drug strategy, which willbe given to the President shortly after the NewYear begins,in which Bennett forcefully will arguethat more attention must be focused on the roleof local governments. He believes the FederalGovernment must prod local governments into tak-ing tougher and more innovative steps to fight thedrug trade on the streets of the nation's cities andtowns. That's where many of the problems are.Ask anyone you meet in Los Angeles, for instance. But the prodding process,to be effective, needs tobe accompanied by some start-up cash. \nAlong comes Darman. He argues that Ben-nett may be committing the Bush Administrationto open-ended funding of local law enforcementbudgets. That idea is apparently terribly offensiveto some people in the Federal Government. \nThornburgh,through assorted DOJ officials, has been expressing“concerns”that continuedincreases in the state and local program may meandecreases in various Federal programs, such asthe Federal programs conducted by the Depart-ment of Justice.DOJ officials mention such thingsas investigations and prosecutions of major drugtrafficking organizations. \nLet's get realistic, now.Would Bennett letthat happen?Would Congress let that happen?Don't bet your mother-in-law or the ranch on it.Out here around the Washington Beltway,Thorn-burgh's “concerns”smell a lot like the same oldWashington power grabbing ploy. \nSalivating Hungry Feds.. \nNevertheless,budgetmeister Darman has setup some ground rules, and
