It provides the findings of an INT administrative inquiry (the “Investigation”) into allegations of corrupt, fraudulent, collusive, and/or coercive practices, as defined by the WBG for purposes of its own policies, rules and procedures (the “WBG’s Framework regarding Anticorruption”), in relation to the WBG-supported activities. The purpose of the Investigation was to allow the WBG to determine if the WBG’s Framework regarding Anti-corruption has been violated.  \nThis Report is being shared to ensure that its recipients are aware of the results of the INT Investigation. However, in view of the specific and limited purpose of the Investigation underlying this Report, this Report should not be used as the sole basis for initiating any administrative, criminal, or civil proceedings. Moreover, this Report should not be cited or otherwise referred to in the course of any investigation, in any investigation reports, or in any administrative, civil, or criminal proceedings.  \nThis Report is provided without prejudice to the privileges and immunities conferred on the institutions comprising the WBG and their officers and employees by their respective constituent documents and any other applicable sources of law. The WBG reserves the right to invoke its privileges and immunities, including at any time during the course of an investigation or a subsequent judicial, administrative or other proceeding pursued in connection with this matter. The WBG’s privileges and immunities cannot be waived without the prior express written authorization ofthe WBG.  \nBackground  \nIn July 2016, the International Development Association (“IDA”) and Burkina Faso entered into a Financing Agreement for the Transport and Urban Infrastructure Development Project (the“Project”) in Burkina Faso. Burkina Faso provided additional financing for the Project.  \nThe Project’s objective is to improve mobility and access to infrastructure in targeted urban and rural areas and, in the event ofan eligible crisis or emergency, to provide immediate and effective response.  \nThe Project Management Unit (“PMU”) issued bidding documents for a construction contract (the“BF Contract”), which required bidders to demonstrate that they had experience similar to the work of the BF Contract within five years of bid submission (“Past Experience Requirement”) .  \nCompany A submitted a bid for the BF Contract. While verifying bidders’ past experience, the PMU found evidence indicating that Company A had falsified its past experience in its bid. The PMU disqualified Company A.  \nAllegations & Methodology  \nThe PMU’s findings were reported to the World Bank’s Integrity Vice Presidency (“INT”) . INT conducted further review of the allegations and examined relevant procurement records and documents.  \nFindings  \nEvidence indicates that Company A claimed false experience and submitted a falsified document in its bid for the BF Contract.  \nCompany A claimed in its bid that it had implemented a previous contract (the “Previous Contract”) . To support its claimed past experience, Company A submitted a Provisional Acceptance Report purportedly issued by the employer of the Previous Contract, attesting that Company A had completed it.  \nEvidence indicates that Company A had not been awarded the Previous Contract and further that the Provisional Acceptance Report was falsified.  \nCompany A has not responded to INT’s inquiries.  \nCorrective Actions  \nThe World Bank imposed the sanction of debarment with conditional release on Company A.
